AGENDA ORDER <br />FAIR HOUSING COUNCIL AGRE]B~ENT <br /> <br />~Consideration of the Orange <br />County Fair Housing Council <br />agreement was given earlier in <br />the meeting (Minutes page 499). <br /> <br />AGENDA ORDER - JOINT WELL FIELD <br />PROJECT IN SOUTH SANTA ANA <br />CONTINUED TO JANUARY 15, 1979 <br /> <br />the Orange County Water District. <br /> <br />Consideration of the request for <br />a joint water well field in South <br />Santa Ana was taken at this time <br />to acconmodate the speaker from <br /> <br />Neil. C~ine, Secretary-Manager of the Orange County Water District, was intro- <br />duced by Councilman Garthe. Mr. Cline stated that the Orange County Water <br />District was formed in 1933 at a time when 100% of the water was supplied by <br />wells, and when water levels were dropping dramatically; that since that time <br />the members have worked together to solve water problems and have paid assess- <br />ments for water use to enable the District to purchase additional water; that <br />in 1956 the water level was at an all time low, somewhere near 700,000 acre <br />feet overdraft; that since then the District has been in very good shape; that <br />there are approximately 1,200 wells in the County, 200 of which are operated by <br />City and private water conrpanies; and that the County's water demand is about <br />the same as it was in 1933. <br /> <br />He continued by stating that the request of the Irvine Ranch Water District was <br />for an additional 20,000 to 30,000 acre feet of water; that the Orange County <br />Water District has purchased a portion of the Santa Aha River to provide reten- <br />tion of more surface water; that the Metropolitan Water District of Orange <br />County has been investigating the offset problem at East Orange County Feeder <br />#2 which furnishes water in the southeast part of Orange County, and that there <br />is a proposal to expand that facility to make additional water available for <br />ground water supply; that during the seven months of summer drain off~ suffic- <br />ient water could be provided by an injection process and that the same method <br />could be used in the South Santa Ana field; that the alternate solution being <br />investigated is to purchase additional water from Metropolitan Water District <br />for percolation in the Santiago Creek area to raise the level of water in the <br />basi~ to offset the estimated draw down in the south part of the City. <br /> <br />Mr. Cline addressed the question of drought, stating that during 1975-76, Orange <br />County was the only area in the State with an adequate water supply; that there <br />are one million acre feet available below the surface; that it is not unusual <br />for a City to have wells in other cities; that the District's long range plan <br />includes use of the future runoff from Riverside and San Bernardino Counties; <br />that the District will not expand its boundaries except for current members; <br />and that the District is not sure what the future demands for water will be, but <br />the District will guarantee that at least 50% of the water requirement will <br />always be available from the subsurface. <br /> <br />By UNANIMOUS INFORMAL CONSENT of the Council, consideration of this matter <br />was continued to January 15, 1979, at 3:00 p.m, when Mr. Cline plans to return <br />to report further on the subject of water supply and distribution to the County. <br /> CA 12 <br /> <br />LAW ENFORC~4ENT ASSISTANCE MOTION was made by Ward, seconded <br />ADMINISTRATION LEGISLATION by Garthe, toauthorize the <br />SUPPORT AUTHORIZED Mayor to direct a letter to the <br /> acting administrator of the Law <br />Enforcement Assistance Administration (LEAA) section of the U.S. Department of <br />Justice in support of the Carter-Kennedy bill, in accordance with the recom- <br />mendation of Police Chief Davis in his December 5, 1978, report. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Evans, Garthe, Ortiz, Ward, Yamamoto <br />None <br />Brandt <br /> <br />CA 57.1 <br /> <br />PURCHASE OF FIREM~N SHIRTS <br />APPROVED <br /> <br />MOTION was made by Ward, <br />seconded by Garthe, to authorize <br />use of $2,300, being held for <br />budget reduction <br /> <br />CITY COUNCIL MINUTES <br /> <br />5O3 <br /> <br />DECt~BER 18, 1978 <br /> <br /> <br />
