Following the <br /> pledge of allegiance to the <br />flag, the invocation was given by Reverend Herbert Hunter of the Revival <br />Christian Center. <br /> <br />OATH OF OFFICE - ~DWARDS The oath of office scheduled <br />CERTIFICATE OF APPRECIATION - HERNANDEZ to be administered to Douglas <br /> Edwards, City representative <br /> to the Orange County Vector <br />Control District; and the certificate of appreciation for presentation to <br />Ruben E. Hernandez, former member of the Board of Recreation and Parks; were <br />not given at this time, because Messrs. Edwards and Hernandez were not present. <br /> <br />ANNOUNCEMENT & INVITATION Susan Brenner, founder of <br />FESTIVAL OF LEARNING & Festival of Learning and <br />PERFORMING ARTS Performing Arts, announced <br /> the fifth annual Festival <br />to be held at Santa Ana College January 4 through February 4, and invited <br />observers to attend. She introduced Margaret Clemens, who described the <br />importance of the Festival to young professional ~sicians in the area, <br />and thanked Council for the City's interest in the Festival. CA 9.4 <br /> <br />PROCLAMATION Councilman Ward presented <br />"KING'S 50q'H, YOU CAN FULFILL THE a proclamation, requested by <br />DRF~' DAY - JANUARY 15 Council and signed by the <br /> Mayor, proclaiming January 15, <br />1979, as a day of observance of the fiftieth birthday of Reverend Martin <br />Luther King, Jr., to Charles Mosley, Interdenominational Alliance of Ministers, <br />who thanked the MAyor and Council, and invited them to participate in the <br />activities in honor of the occasion being sponsored by the St. Paul Baptist <br />Church in Santa Ana. CA46 <br /> <br />PROCLAMATION A proclamation issued by <br />HONORING LT. HARKELL C. DAVIS the Mayor honoring retiring <br /> Police Lieutenant Harrell C. <br /> Davis for his outstanding <br />service to the City in the line of duty, during ~re than thirty years with <br />the Police Department, was presented to Lt. Davis by Councilman Brandt. Lt. <br />Davis accepted the proclamation and expressed appreciation to the Council. <br /> CA 46 <br /> <br />PUBLIC HEARING <br />VACATION - VAN NESS AV~ <br />RES. NO. 79-12 - ADOPTED <br /> <br />Third Street and Santa Ana Boulevard. <br /> <br />The Mayor opened the public <br />hearing for the proposed <br />vacation of a portion of <br />Van Ness Avenue between <br /> <br />Councilman Bricken stated he had a conflict of interest in this matter and <br />stepped from the Council table. <br /> <br />The Director of Public Works sum~mrized the information contained in the <br />Planning Department report dated November 29, 1978. <br /> <br />The Clerk of the Council reported there were no written co~nunications. There <br />was no response to the Mayor's invitation for speakers for or against the <br />vacation.
