BUILDtNGS, FACILITIES, STRUCTURES OR OTHER IMPROVEMENTS ARE OF <br />BENEFIT TO THE PROJECT AREA OR THE IMMEDIATE NEIGHBORHOOD IN <br />WHICH THE PROJECT IS LOCATED [Section 33445(1) of the Health and Safety <br />Code] <br /> <br />The City is presently served by a general educational facility in the City located at 1530 <br />West 17th Street, Santa Ana, California, more commonly known as the Rancho Santiago <br />Community College - Santa Ana Campus. <br /> <br />The District's facilities are offered to all residents, employees, and employers within the <br />City and the Project Area, without distinction for jurisdictional area or attendance areas. <br />The other District facilities which are outside the territory of the City are also available to <br />residents, employees and employers who are within the jurisdiction of the District. <br /> <br />The Agreement sets forth the Eligible Capital Improvements for which the revenues to be <br />paid by the Agency may be used. The projects which are being approved at this time <br />include the following improvements and/or facilities, in accordance with the terms and <br />conditions of the Agreement: <br /> <br />. <br /> <br />1) All capital outlay expenditures required for the establishment and operation of the <br />following Eligible Capital Improvements, including: a) sites and improvements to <br />sites, including acquisition of land, improvement of new and old sites and adjacent <br />ways, and acquisition of physical property of a permanent nature attached to land; <br />b) buildings, including the construction or purchase cost of new buildings and <br />additions, the razing of existing obsolete or old buildings to clear sites for new <br />buildings, building fixtures and service systems, and any other expenditure directly <br />related to the construction or acquisition of buildings; c) improvement of buildings, <br />including alterations, remodeling, renovations, and replacement of buildings in <br />whole or in part; d) building fixtures, including attachments to buildings that are not <br />subject to transfer or removal, function as integral parts of the building, and have <br />fairly long and useful lives; e) service systems including any parts of a building that <br />are intended to serve a single function throughout the building, are usually <br />included as a part of the original construction or subsequently added in whole or <br />in part, are built as integral parts of the buildings, and are expected to have a long <br />and useful life; and f) the purchase of initial or additional equipment only to the <br />extent necessary to accommodate new or expanded facilities, including movable <br />personal property of a relatively permanent nature and/or significant value: <br /> <br />. <br /> <br />B-1 <br /> <br />Page 5 of 14 <br />
