<br />. <br /> <br />. <br /> <br />. <br /> <br />REl,4{5/9fJ <br /> <br />RESOLUTION NO. 96-2 <br /> <br />A RESOLUTION OF THE COMMUNITY REDEVELOP- <br />MENT AND HOUSING COMMISSION OF THE CITY <br />OF SANTA ANA APPROVING AMENDMENTS TO THE <br />SANTA ANA CENTRAL CITY REDEVELOPMENT <br />PLAN, THE SANTA ANA INTER CITY COMMUTER <br />STATION REDEVELOPMENT PLAN AND THE SANTA <br />ANA NORTH HARBOR BOULEVARD REDEVELOPMENT <br />PLAN AND RECOMMENDING CERTIFICATION OF <br />THE ENVIRONMENTAL IMPACT REPORT PREPARED <br />FOR SAID PLAN AMENDMENTS <br /> <br />WHEREAS, the city Council of the City of Santa Ana has <br />approved and adopted redevelopment plans for the Santa Ana "Central <br />City" Redevelopment Project, the Santa Ana Inter City Commuter <br />Station Redevelopment Project, and the Santa Ana North Harbor <br />Boulevard Redevelopment Project (the "Redevelopment Plans"); and <br /> <br />WHEREAS, this Commission, performing functions of the <br />Community Redevelopment Agency of the city of Santa Ana pursuant to <br />Resolution No. 91-102 of the city Council, has formulated, prepared <br />and proposed amendments to the Redevelopment Plans to extend the <br />time periods for the commencement of eminent domain proceedings, as <br />set forth in Exhibits A, Band C, attached hereto (the <br />"Amendments"); and <br /> <br />WHEREAS, an environmental impact report (consisting of a draft <br />environmental impact report (EIR No. 95-2) dated November, 1995, <br />and a final environmental impact report (EIR No. 95-2) dated <br />February, 1996) (the "E.I.R.") has been prepared for the <br />Amendments; and <br /> <br />WHEREAS, pursuant to section 33458 of the Health and Safety <br />Code, the Commission held a joint public hearing with the City <br />Council for consideration of the adoption of the Amendments; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY REDEVELOPMENT <br />AND HOUSING COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br />1. The E.I.R. has been presented to the Commission, the <br />Commission has reviewed and considered the information contained in <br />the E.I.R. prior to approving the Amendments, and the Commission <br />recommends that the City council certify that the E.I.R. has been <br />completed in compliance with the California Environmental Quality <br />Act. <br /> <br />2. The Commission hereby approves the Amendments, attached <br />hereto as Exhibits A, Band C, and recommends adoption of the <br />Amendments by the city Council. <br /> <br />1 <br />
