Jarvis, 806 South Oak, representing mobile home residents; <br /> Edwin J. Evans, 12062 Valley View, Garden Grove, representing mobile <br /> home park owners association; <br /> Ray Maggi, 6141 Orange Avenue, No. 7, Cypress, President of Orange <br /> County Apartment Owners Association; <br /> George Oln~tadt, 1527 South Standard; <br /> John Hollowell, 225 Palos Verde Drive; <br /> Ramona Harris, 12062 Edinger. <br /> <br />~peakers cited examples of mobile home park rent increases from $62.50 to <br />150 a month; property tax figures on mobile home parks before and after <br />Proposition 13 tax reduction; and described park rules and regulations <br />restricting parking. A mobile home park owner representative stated that <br />the average rent increase at mobile home parks has been 8.9% annually; that <br />the value of mobile homes is increasing 13% a year; and that the owners <br />are willing to cooperate in seeking a solution to the problem of the in- <br />creasing cost of housing. Mrs. Jarvis presented a proposed Ordinance for <br />Council consideration establishing a Mobile Home Rent Review Co~nission <br />and Mr. ~ggi presented suggested Guidelines for establishment of a Santa <br />Ana Residents and Owners Committee to develop procedures to provide a <br />voluntary organization to assist residents and owners with mutually accept~ <br />able solutions to problems. <br /> <br />Rebuttal statements were made by Mrs. Jarvis and Mr. Maggi. <br /> <br />Following Council discussion, MOTION was made by Brandt, seconded by <br />Garthe to approve recommendation No. 4 of the Human Relations Commission <br />Mobile Home Park Study, which reads as follows: <br /> <br />"Request the Orange County Fair Housing Council to prepare an <br />educational brochure highlighting the protections to mobile <br />home park residents contained in the California Civil Code." <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Brandt, Evans, Garthe, Ortiz, Nard, Yamamoto <br />None <br />Bricken <br /> <br />CA 16 <br /> <br />MOTION was made by Brandt, seconded by Garthe, to continue consideration <br />of the remainder of the Human Relations Commission ~bile Home Park Study, <br />the proposed Ordinance submitted by Mrs. Jarvis, and the recommended <br />Guidelines for Santa Ana Residents and Owners Committee submitted by <br />Mr. Maggi to the next Council meeting; to approve in concept the <br />proposal submitted by Mr. ~ggi, which minimizes municipal government <br />participation; and to refer the three documents to staff for report to <br />the Council at its next meeting. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Brandt, Evans, Garthe, Ortiz, Ward, Yamamoto <br />None <br />Bricken <br /> <br />CA 16 <br /> <br />CITY COUNCIL MINUTES <br /> <br />61 <br /> <br />FEBRUARY 20, 1979 <br /> <br /> <br />
