J. THOMPSON Fire Chief Bobby Jack Thompson <br /> as the new City Manager. Mr. Thompson <br />expressed his appreciation, and accepted the appointment. CA 79 <br /> <br />MARKS-FORAN BOND ISSUE As recomnended in the report dated <br />PROPOSED AGREEMENT February 13, 1979, prepared by the <br />AUTHORIZED Deputy City Manager, and following <br /> a presentation by G. Noah Newmark, <br />Vice President of Public Finance for Paine, Webber, Jackson & Curtis, <br />MOTION was made by Brandt, seconded by Ward, to authorize the City Attorney <br />to develop a formml agreement to hire the proposed bond underwriter, <br />Paine, Webber, Jackson & Curtis Corporation, to assist in the progranming, <br />underwriting, and sale of an $8 million Bond Issue for the City's Marks- <br />Foran co~nercial and residential rehabilitation program. <br /> <br />AYES: <br />NOES: <br /> <br />Brandt, Bricken, Evans, Garthe, Ortiz, Ward, Yamamoto <br />None CA 87 <br /> <br />HOUSING ASSISTANCE PLAN & <br />CD BLOCK GRANT APPLICATION <br />FISCAL YEAR 1979-1980 - APPROVED <br />RESOLUTION 79-34 - ADOPTE~ <br /> <br />The Mayor opened the public hearing <br />to consider the proposed Housing <br />Assistance Plan and the Fifth Year <br />Comunity Development Block Grant <br />Application (Fiscal Year 1979-1980). <br /> <br />The Assistant City Manager summarized the information contained in the <br />report prepared by the Community Development Coordinator dated January 19, <br />1979. <br /> <br />The Clerk of the Council reported there were no written comunications. <br /> <br />Jeanne West, 826 South Orange Avenue, representing Santa Ana Neighborhood <br />Organizations (SANO), spoke in favor of the application. <br /> <br />There were no speakers in opposition, and the ~yor closed the public <br />hearing. <br /> <br />MOTION was made by Yamamoto, seconded byWard to approve the proposed <br />Housing Assistance Plan. <br /> <br />AYES: <br />NOES: <br /> <br />Brandt, Bricken, Evans, Garthe, Ortiz, Ward, Yamamoto <br />None CA 140.20 <br /> <br />MOTION was made by Yamamoto, seconded by Ortiz, to approve the Fifth <br />Year Cor~nunity Development Block Grant Application in the amounts of <br />$385,000 for housing, $1,800,000 for public works, $275,000 for commercial <br />and $235,000 for administration and other projects, and to adopt the <br />following resolution: <br /> <br />RESOLUTION NO. 79-34 - A resolution of the City Council of the City <br />of Santa Ana approving the draft application for the funding of the <br />Fifth Year Housing and Co~mmmity Development Block Grant Program for <br />the City of Santa Ana, and directing and designating the City Manager <br />as the authorized representative of the City of Santa Ana to act in <br />connection with the aforesaid draft application, to take all neces- <br />sary steps to file said application and to provide such additional <br />information as may be required by the authorized state and regional <br />clearinghouses. <br /> <br />AYES: <br />NOES: <br /> <br />Brandt, Bricken, Evans, Garthe, Ortiz, Ward, Yamamoto <br />None CA 140.20 <br /> <br />CITY COUNCIL MINUTES 65 FEBRUARY 20, 1979 <br /> <br /> <br />
