<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 1999-07 <br /> <br />A RESOLUTION OF THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA ADOPTING THE <br />FISCAL YEAR 1999-2000 BUDGET <br /> <br />. . <br />BE IT RESOLVED BY THE MEMBERS OF THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA, AS FOLLOWS: <br /> <br />1. Findings. The Community Redevelopment Agency of the City of Santa Ana finds, <br />determines and declares as follows: <br /> <br />a. Pursuant to Health & Safety Code § 33606, the Community Redevelopment <br />Agency of the City of Santa Ana ("Agency") must adopt an annual budget. <br /> <br />b. The draft budget for fiscal year 1999-2000 presented to the Agency is <br />designed to further implement the Agency's mandate to reduce or eliminate the physical and <br />economic conditions that cause blight within the City of Santa Ana. <br /> <br />c. The Legislature has concluded that the term "redevelopment" includes <br />provision for open-space types of use, such as streets and other public grounds and space, and the <br />replanning or redesign of stagnant or improperly utilized areas which exist because of defective <br />or inadequate street layout. The Legislature has also provided that redevelopment agencies may <br />expend funds for the installation or construction of streets, utilities, parks, playgrounds and other <br />public improvements necessary for carrying out in the project area the redevelopment plan, <br />whether in conjunction with development of a building site or otherwise. <br /> <br />d. The Agency finds that for at least the last decade there exists in many <br />locations throughout the City of Santa Ana, both inside and outside of project areas, inadequate <br />streets, utilities, curbs, gutters, sidewalks and landscaped areas which jeopardize the health and <br />safety of existing low-income and moderate-income residents of the City. The Agency further <br />finds that expenditures for improvements to specific streets, utilities, sidewalks and landscape <br />areas proposed in the draft budget for fiscal year 1999-2000, as has been the case in prior years, <br />are necessary to eliminate these specific conditions. For example, repair and replacement of <br />deteriorated and cracked sidewalks, including provision for sidewalk curb ramps for wheelchair <br />access, is necessary to preserve neighborhoods serving low-income and moderate-income <br />residents and to promote investment by private lenders, developers, owners and tenants in these <br />neighborhoods. The Agency finds that without these expenditures the provision of affordable <br />housing in the City would deteriorate. <br />
