<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 2000- 05 <br /> <br />A RESOLUTION OF THE COMMUNITY <br />REDEVELOPMENT AGENCY OF THE CITY OF <br />SANTA ANA ADOPTING THE FISCAL YEAR <br />2000-2001 BUDGET <br /> <br />~E IT RESOLVED BY THE MEMBERS OF THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA, AS FOLLOWS: <br /> <br />1, Findings. The Community Redevelopment Agency of the City of Santa Ana finds, <br />determines and declares as follows: <br /> <br />a. Pursuant to Health & Safety Code § 33606, the Community Redevelopment <br />Agency of the City of Santa Ana ("Agency") must adopt an annual budget. <br /> <br />b, The draft budget for fiscal year 2000-2001 presented to the Agency is <br />designed to further implement the Agency's mandate to reduce or eliminate the physical and <br />economic conditions that cause blight within the City of Santa Ana. <br /> <br />c. The Legislature has concluded that the term "redevelopment" includes <br />provision for open-space types of use, such as streets and other public grounds and space, and the <br />replanning or redesign of stagnant or improperly utilized areas which exist because of defective <br />or inadequate street layout. The Legislature has also provided that redevelopment agencies may <br />expend funds for the installation or construction of streets, utilities, parks, playgrounds and other <br />public improvements necessary for carrying out in the project area the redevelopment plan, <br />whether in conjunction with development of a building site or otherwise. <br /> <br />d. The Agency finds that for at least the last decade there exists in many <br />locations throughout the City of Santa Ana, both inside and outside of project areas, inadequate <br />streets, utilities, curbs, gutters, sidewalks and landscaped areas which jeopardize the health and <br />safety of existing low-income and moderate-income residents of the City, as identified by <br />qualified census tracts, The Agency furtherf~~~ expenditures for ~provements to specific <br />streets, utilities, sidewalks and landscape iITeàs propOsed in the draft budget for fiscal year 2000- <br />2001, specifically Main Street between Warner and Eighth and Towner Street ITom Washington <br />to its north terminus, as has been the case in prior years, are necessary to efiminate these specific <br />conditions. For example, repair and replacement of deteriorated and cracked sidewalks, <br />including provision for sidewalk curb ramps for wheelchair access, is necessary to preserve <br />neighborhoods serving low-income and moderate-inc~eresidents and to promote investment by <br />private lenders, developers, owners and tenants in these'neighborhoods, The Agency fmds that <br />without these expenditures the provision of affordable housing in the City would deteriorate. <br />
