<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br /> <br />MINUTES <br />ÇOMMUNITY REDEVELOPMENT AGENCY <br />CITY OF SA NT A ANA, CALIFORNIA <br /> <br />May 7, 1973 <br /> <br />The Regular Meeting of the Community Redevelopment Agency was called <br />to order at 2:10 P. M., by Vice Chairman Lorin Griset, in the City Council <br />Chambers, 22 Civic Center Plaza. Roll call was answered as follows: <br /> <br />Present, <br />John Garthe, Commissioner <br />Harry K. Yamamoto, Commissioner <br />Vernon S. Evans, Commissioner <br />James E. Ward, Commissioner <br />Lorin Griset, Vice Chairman <br /> <br />Absent <br />J. Ogden Markel, Commissioner <br />Jerry M. Patterson, Chairman <br /> <br />Also present were Thomas J. Andrusky, Executive Director-Secretary of <br />the Agency; James A. Withers, Agency Counsel; Bruce C. Spragg, City <br />Manager; Charles Zimmerman, Planning Director; Ronald Wolford, Direc- <br />tor of Public Works; Florence I. Malone, Recording Secretary and <br />representatives of the Press. <br /> <br />The Minutes of the Adjourned <br />Regular Meeting held on <br />April 16, 1973, were approved as presented on the unanimously carried <br />motion of Commissioner Evans, seconded by Commissioner Ward. <br /> <br />MINUTES <br /> <br />Thomas Andrusky reported <br />that, on April 17, the Community <br />Redevelopment Commission had <br />recommended Agency approval of the owner Participation and Preference <br />Rules, and he provided Agency members with copies of the Rules. <br /> <br />REPORT OF EXECUTIVE <br />DffiECTOR-SECRET AR Y <br /> <br />The Vice Chairman recognized Mr. Joseph Gilmaker, 308 West Fourth <br />Street, who stated that there had not been reasonable and sufficient time <br />allotted for review and discussion of the Rules; and that they were not in <br />conformity to the California Health and Safety Code. <br /> <br />The Secretary further reported that property owners in the Project Area <br />were members of the Project Area Committee; that the rules provide for <br />property owners and existing business in the Project Area to have the first <br />opportunity to participate in the event a development plan is proposed to <br />the Agency. <br /> <br />Mr. Gilmaker added that he and others have been working on a project <br />for the downtown area for quite a few ¡rears which would take the building <br />height over 35 feet and that the Redevelopment Plan limits C-3 develop- <br />ment to a height of 35 feet; that the Plan also lists the Federal Government <br /> <br />-1- <br />
