<br />MINUTES <br />COMMUNITY REDEVELOPMENT AGENCY <br /> <br />October 9, 1974 <br /> <br />. <br /> <br />MINUTES <br /> <br />The Minutes of September 18, <br />1974, were approved as sub- <br />mi tted, subj ect to the <br />paragraph 5, on motion of Commissioner <br />Yamamoto and carried (4-0), with <br /> <br />following amendment on page 2, <br />Ward, seconded by Commissioner <br />Commissioner Evans abstaining: <br /> <br />. <br /> <br />The Final Project Area Development Proposal, Alternative <br />Plan 3, including the proposed acquisition of property <br />(two blocks) located at the easterly side of the inter- <br />section of Santa Ana Boulevard, Ross Street and Fifth <br />Street, for Civic Center expansion, was approved in <br />principle, subject to review by the Planning Commission <br />and the Redevelopment Commission, on the unanimously <br />approved (5-0) motion of Commissioner Griset, seconded <br />by Commissioner Ward. <br /> <br />Commissioners Ward and Griset favored the concept <br />of the property acquisition for development to its <br />highest land use acknowledging that such use might <br />include a parking "structure" but not a parking <br />"lot". <br /> <br />HOUSING AND <br />COMMUNITY DEVELOPMENT <br />ACT of 1974 <br /> <br />The Director stated that <br />the Community Development <br />Ac t has impl ica tions fo r <br />the City and redevelopment <br />if the Council decides that is where it wishes to spend the money; <br />that $700,000 would be available to the City for the first year <br />effective January 1, 1975, with additions of 1.8 millon dollars <br />and 2.5 million dollars for the next two years; that Congress has <br />the right to extend the program for an additional three years; <br />and that the City has until April 15, 1975 to submit an application <br />for funds. <br /> <br />A IS-minute slide presentation entitled "Community Development: <br />Where Have We Been? Where Are We Now? Where Are We Going?" was <br />given by the Director. It described the intent, objectives and <br />provisions of the Community Development Act. <br /> <br />The City Manager stated that an application for a three-year com- <br />munity improvement program is required; that the City's "Workable <br />Program for Communi ty Improvement" is the bas ic document ava il ab Ie <br />for development of the three-year program application; and that <br />staff requires guidelines from the Agency and the City Council in <br />order to proceed. <br /> <br />- <br /> <br />The Redevelopment Project Area, the Logan Area, as well as the <br />area west of the river were cited by the City Manager as possible <br />target areas for community improvement programs. He added that <br />citizen input would be an important part of the application process; <br />that one person should be designated to pull a plan together using <br />a task force that would include the Planning Commission, the Human <br />Relations Commission and the Redevelopment Commission. <br /> <br />. <br /> <br />A Joint Meeting with the <br />Planning Commission, the <br />Human Relations Commission, <br />the Community Redevelopment Commission and the City Council was <br />scheduled for 7:00 P.M., October 23, 1974, in Room 514, City Hall, <br />to review priority recommendations from the administration of a <br />basic plan for a community improvement program application in <br />accordance with the Housing and Community Development Act of 1974, <br />on the unanimously approved motion of Commissioner Ward, seconded <br />by Commissioner Evans. <br /> <br />JOINT MEETING <br /> <br />- 3- <br />
