<br />.,.~... <br /> <br />. <br /> <br />t <br /> <br />~ <br /> <br />. <br /> <br />MINUTES OF THE ADJOURNED REGULAR MEETING <br />COMMUNITY REDEVELOPMENT AGENCY <br />SANTA ANA, CALIFORNIA <br /> <br />July 9, 1974 <br /> <br />The Adjourned Regular Meeting of the Community Redevelopment <br />Agency was called to order by Chairman Patterson at 4:40 P.M" <br />in Room 83l, City Hall, 20 Civic Center Plaza. Affidavit of <br />Mailing and Posting the Meeting Notice were on file in the <br />office of the Recording Secretary. Roll call was answered by <br />the Commissioners as follows: <br /> <br />Present <br /> <br />Absent <br /> <br />John Garthe <br />Harry K. Yamamoto <br />James E. Ward <br />Lorin Griset <br />Jerry M. Patterson, <br /> <br />J. Ogden Markel <br />Vernon S. Evans <br /> <br />Chairman <br /> <br />The following persons were also present: <br /> <br />Richard E. Goblirsch, Executive Director-Secretary <br />James A. Withers, Agency Counsel <br />Bruce C. Spragg, City Manager <br />Florence I. Malone, Recording Secretary <br />Representatives of the Press <br /> <br />Mr. Thomas Lewis, rep- <br />resenting the Planning <br />Consultant firm of <br />Kennard, Delahousie and Gault, presented a recap of the working <br />phases preparatory to the develop\!lynt of three concepts for the <br />development of the Project Area; ìrtcluding ân inventory of urban <br />systems within the downtown and City in general, an analysis of <br />the market demand up to 1990 ,ofrèg"ional and community factors, <br />access, zoning, circulation and actéss within the Project Area <br />itself. . <br /> <br />PROJECT AREA CONCEPTS <br /> <br />He stated that current development proposals included: A Mexican <br />Village, an Old Town, a high-rise bank and a transit terminal. <br />He reviewed the strengths of the Project Area and its weaknesses. <br />He recommended Alternative 3 and stated that it was the one his <br />firm was using in preparing a phasing program and evaluating the <br />essential costs. <br /> <br />Mr. Grahm Stubblefield, representing Larry Smith and Company, <br />Economist Consultants, stated that his firm had started out to do <br />a broad market potential study for various land uses in the Project <br />Area; that high interest rates and the cost of development are <br />deterrents; that a key ingredient is the transportation site be- <br />cause of utilization of air rights and maximum usage; that the <br />primary catalyst in terms of market demand, will continue to be <br />the high rise office, that it is important to push the Civic Center <br />Eastward rather than toward the west; that there is developer <br />interest - the problem is getting major tenant interest; that there <br />is a need to put enough land together for a sizable development. <br /> <br />He further stated that he is trying to work out the financing of <br />Alternative 3 and its variations to determine how much tax flow <br /> <br />,,---Cl..., <br />
