<br />. <br /> <br />- <br /> <br /># <br />. <br /> <br />. <br /> <br />, . <br /> <br />MINUTES <br />COMMUNITY REDEVELOPMENT AGENCY <br /> <br />March ll, 1974 <br /> <br />Prior to the Agency action, Mr. Joseph Gilmaker, 308 W. 4th Street, <br />Santa Ana, stated that he was opposed to the expenditure of millions <br />of dollars of taxpayers' money which will necessarily fund any proposed <br />redevelopment; that engaging consultants at a cost of $40,000 to prepare <br />economic and planning studies is placing business and buildings first <br />and people last; and that he was not against redevelopment of the down- <br />town area but the answer was a free enterprise plan or cooperation of <br />property owners. <br /> <br />Commissioner Griset stated that the Redevelopment Agency was interested <br />in benefiting the entire City of Santa Ana and that the State Redevelopment <br />Act provide s a minimum of disadvantage and the finest opportunity of <br />combining a partnership of property owners without additional taxation to <br />the citizens of Santa Ana. <br /> <br />Commissioner Evans stated his opinion that the Redevelopment issue should <br />have been taken to a vote of the people. <br /> <br />The Outline of Activity <br />Schedule of the Redevel- <br />opment Agency dated March 4, 1974, was received and filed on motion of <br />Commissioner Evans, seconded by Commissioner Garthe. <br /> <br />ACTIVITY SCHEDULE <br /> <br />The Chairman commented <br />that the memorandum <br />dated February 14, 1974, <br />regarding the "Expansion of Civic Center Drive East", brought out the <br />answers and questions that the Agency and the Commission members had <br />regarding the Agency's involvement in the extension of Civic Center Drive. <br />The recommendation of the Redevelopment Commission set forth in the <br />memorandum dated March 6, 1974, from the Executive Director-Secretary <br />that the Agency fund a portion of the site improvement (acquisition of <br />right-of-way and road construction) for extension of Civic Center Drive <br />East, at an estimated cost of $ZOO-Z50,000, was approved on motion of <br />Commissioner Griset, seconded by Commissioner Ward, with Commissioner <br />Evans dissenting.
