A motion was <br />made by Mr. Godinez, seconded by Mr. Newcomb and carried unani- <br />mously that the Commission approves the direction Wilshire <br />Development Corporation is taking. <br /> <br />WILLOWBROOK PROPERTIES, INC. <br /> <br />Mr. Kim and Mr. Robertson presented their revised plans regard- <br />ing noise problems, First Street access and overall design of <br />the Senior Citizen Housing to the Commission. Upon the motion <br />of Mr. Nalle, seconded by Mr. Orr and carried unanimously, it <br />was moved that the Commission indicate it's approval and delight <br />and recommend to the Agency that Willowbrook Properties be <br />encouraged to go forth with their plans. <br /> <br />FORE STRONG DEVELOPMENT <br /> <br />Mr. John Dykstra presented Fore Strong's plans to develop an <br />office building on the parcel bounded by Santa Ana Boulevard, <br />Fifth Street and Birch Street. A motion was made by Mr. Nalle, <br />seconded by Mr. Newcomb and carried unanimously that the Commis- <br />sion is enthusiastic about the proposal and urges the Redevelop- <br />ment Agency to go forth with a six month exclusive right to <br />negotiate. <br /> <br />REAL ESTATE APPRAISER <br /> <br />A motion was made by Mr. Jessee, seconded by Mr. Orr and carried <br />unanimously to recommend to the Redevelopment Agency to hire Mr. <br />Clifton M. Webb, M.A.I., as the Real Estate Appraiser. <br /> <br />1975-76 ASSESSED VALUES <br /> <br />The Executive Director reported that the tax increment revenue <br />was estimated at $470,000 for 1975 fiscal year. <br /> <br />PLANNING CONSULTANT <br /> <br />The Executive Director reported that the need for a Planning <br />Consultant was great. The Planning Consultant would provide <br />specific planning guidelines as to uniformity of development, <br />design schemes, preliminary cost estimates for rehabilitated <br />structures and the cost of site improvements provided by the <br />Agency. He could also provide planning and architectural ser- <br />vices to property owners in the downtown who are interested in <br />doing something with their property but are stymied as to what, <br />where and how to begin the process. A motion was made by Mr. <br />Orr, seconded by Mr. Godinez and carried unanimously to authorize <br />the Executive Director to prepare a Request for Porposal for <br />the Commission's review. <br /> <br />ADJOURNMENT <br /> <br />There being no further business before the Community Redevelop- <br />ment Commission, the motion was made to adjourn at 6:00 P.M. by <br />Mr. Orr, seconded by Mr. Godinez and carried unanimously. <br /> <br />f~ <br /> <br />Rich rd E.
