<br />. <br /> <br />. <br />. <br /> <br />. <br /> <br />, <br />. <br /> <br />. <br /> <br />, <br /> <br />1 <br /> <br />MINUTES <br />SPECIAL MEETING <br />COMMUNITY REDEVELOPMENT AGENCY <br />CITY OF SANTA ANA, CALIFORNIA <br />February 3, 1975 <br /> <br />The Special Meeting of the COIIIIIUIlity Redevelopment Agency was called to order at <br />4:00 P.M. by Chairman Evans, in the City Council Chambers, 22 Civic Center Plaza. <br />A notice of the meeting had been provided with affidavits of mailing and posting <br />on file in the office of the Executive Director of the Agency. <br /> <br />Present <br /> <br />Absent <br /> <br />J. Evans, <br /> <br />None <br /> <br />Chairman <br /> <br />The following persons were also present: <br /> <br />Richard E. Goblirsch, Executive Director <br />Bruce C. Spragg, City Manager <br />Ronald Wolford, Director of Public Works <br />Charles Zinmerrnann, Director of Planning <br />Frank Blazcak, Public Information Officer <br />Florence I. Malone, Recording Secretary <br /> <br />Executive Session The Chairman immediately adjourned <br />to an Executive Session for legal <br />matters and the meeting was reconvened at 4:15 P.M. with all Commissioners present. <br /> <br />The Executive Director stated that <br />Mr. Harvey Kresky, Amphitheater for <br />the Performing Arts, Inc. has expressed an interest in constructing a 5,000-7,000 seat <br />amphitheater at an estimated cost of some $2 million; that staff suggests investigation <br />into ~he possibility of leasing Civic Center land to Mr. Kresky for the amphitheater, <br />taking the annual lease payment (currently estimated at $150,000 to $200,000) and <br />matching it with an amount from Santa Ana Conmnmity College, and perhaps the County, <br />and constructing a 1,500-2,000 seat enclosed theater and supporting exhibit space, <br />resulting in a true cultural center at limited cost to all parties. <br /> <br />Mr. Goblirsch further stated that in order to present a preliminary plan for discussion <br />purposes with the City, County, Civic Center Commission, and College, he proposes enter- <br />ing into a $2,000 contract with the architecturål firm of John Carl Warnecke as repre- <br />sented by Pacific Rim Associates; that this investment would produce an artist,! s <br />rendering and a brochure for discussion purposes with the City Council and the Board <br />of Supervisors; and that Mr. Kresky has agreed to provide one-half of the $2,000 <br />necessary. <br /> <br />Cultural Center Proposal <br /> <br />Mrs. Janice Boer, 912 NOrth Lowell, spoke against the use of Agency funds for the <br />preparation of the brochure and artist's rendering, stating her opinion that such <br />preparation should be the responsibility of the developer. <br /> <br />There was discussion regarding the efforts of the Orange County Cultural Commission <br />to get government and public support for a cultural facility in Orange County that <br />would be similar to the Los Angeles Music Center and possible conflict between the <br />two proposals. <br /> <br />Staff was authorized to proceed with arrangements for the preparation of the artist's <br />rendering and the brochure for a proposed cultural facility in the Civic Center, with <br />an Orange County architect, in the total amount of $2,000--$1,000 to be contributed <br />by the Agency and $1,000 to be contributed by Mr. Kresky, acceptable to staff and <br />the following roll call vote: <br /> <br />Ayes: <br />Noes: <br />Absent: <br /> <br />Ward, Griset, Evans, Garthe <br />Markel, Bricken, Yamamoto <br />None <br />
