<br />to work with staff on the proposed development of a Rehabilitation Cede for the
<br />City as recormended in the report prepared by the Acting Director of Building
<br />Safety and Housing, dated May 30, 1979, and to report back in thirty days to Council.

<br />HIRING FREEZE City Manager B.J. Thompson provided
<br />MODIFICATION a report dated May 30, 1979, on the
<br />APPROVED effects of the hiring freeze authorized
<br /> by Council on February 21, 1978, to
<br />offset potential massive layoffs due to the passage of Proposition 13 (Jarvis -
<br />Gann Initiative). Discussion followed on proposed alternatives to the hiring freeze.
<br />MOTION was made by Bricken, seconded by Serrato to eliminate the hiring freeze
<br />but require that all full-time permanently funded positions, assigned salary range
<br />423 or above, be listed on the Council Consent Calendar prior to recruitment.

<br /> Bureau of the Census for use of space
