<br />MODIFICATION a report dated May 30, 1979, on the
<br />APPROVED effects of the hiring freeze authorized
<br /> by Council on February 21, 1978, to
<br />offset potential massive layoffs due to the passage of Proposition 13 (Jarvis -
<br />Gann Initiative). Discussion followed on proposed alternatives to the hiring freeze.
<br />MOTION was made by Bricken, seconded by Serrato to eliminate the hiring freeze
<br />but require that all full-time permanently funded positions, assigned salary range
<br />423 or above, be listed on the Council Consent Calendar prior to recruitment.
