<br />. <br /> <br />. <br /> <br />. <br /> <br />t <br /> <br />PUBLIC HEARING - DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT <br /> <br />Chairman Garthe announced that this was the time and place set <br />for the Redevelopment Agency's public hearing on the araft supple- <br />mental Environmental Impact Report to the Santa Ana Redevelopment <br />Project Environmental Impact Report adopted May 15,1975, for 199 <br />units of senior citizen housing and 300 units of moderate income <br />units to be constructed between Ross and Flower, First and Third <br />Streets in the Santa Ana Redevelopment Project Area under the <br />United States Housing Act of 1937 as amended by the Housing and <br />Community Development Act of 1974. <br /> <br />The Executive Director stated that the draft supplemental Environ- <br />mental Impact Report had been on file for public inspection in the <br />office of the Redevelopment Agency since September 24, 1976. The <br />Chairman opened the public hearing and requested a staff presen- <br />tation. <br /> <br />The Executive Director stated that there was no adverse impact on <br />the project and that the senior citizen housing and the moderate <br />income units would be an improvement of the area due to the sub- <br />standard conditions of the area. <br /> <br />A motion was made by Mr. Ward, seconded by Mr. Ortiz and carried <br />unanimously to review and file all written and oral communications <br />on the draft supplemental Environmental Impact Report. <br /> <br />The public hearing on the draft supplemental Environmental Impact <br />Report was closed by the Chairman. <br /> <br />A motion was made by Mr. Brandt, seconded by Mr. Ward and carried <br />unanimously to waive the reading of Resolution 76-30 adopting the <br />final supplemental Environmental Impact Report and to consider it <br />by ti tIe only. <br /> <br />A motion was made by Mr. Brandt, seconded by Mr. Ward and carried <br />unanimously to adopt Resolution 76-30, A RESOLUTION OF THE COMMU- <br />NITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA ADOPTING AND <br />CERTIFYING A SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT TO THE SANTA <br />ANA REDEVELOPMENT PROJECT ENVIRONMENTAL IMPACT REPORT ADOPTED MAY <br />15,1975, FOR 199 UNITS OF SENIOR CITIZEN HOUSING AND 300 MODERATE <br />INCOME UNITS TO BE CONSTRUCTED BETWEEN ROSS AND FLOWER, FIRST AND <br />THIRD STREETS IN THE SANTA ANA REDEVELOPMENT PROJECT AREA UNDER <br />THE UNITED STATES HOUSING ACT OF 1937, AS AMENDED BY THE HOUSING <br />AND COMMUNITY DEVELOPMENT ACT OF 1974 (42 U.S.C. 5301). <br /> <br />PUBLIC HEARING - PROPOSED DISPOSITION AND DEVELOPMENT AGREEMENT <br />FOR SALE OF THE SENIOR CITIZENS APARTMENTS SITE <br /> <br />Chairman Garthe announced that this was the time and place for the <br />public hearing on the proposed Disposition and Development Agree- <br />ment for the sale of the Senior Citizens Apartments site to Santa <br />Ana Senior Citizen Apartments, Limited Partnership for the purpose <br />of developing 199 residential units for senior citizens and 300 <br />market rate units. <br /> <br />The Executive Director stated that a copy of this Agreement has <br />been on file for public inspection in the office of the Redevelop- <br />ment Agency since September 24,1976. The Chairman opened the <br />public hearing and invited public testimony. There was no response <br />from the audience and the public hearing was continued to November <br />23,1976 at 5:00 P.M. in the City Council Chambers upon the motion <br />of Mr. Yamamoto, seconded by Mr. Ward and carried unanimously. <br />
