MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OP SANTA ANA, CALIFORNIA <br /> <br />June 23, 1979 <br /> <br />The meeting was called to order by Mayor James E. Ward in the City Council <br />Chambers, 22 Civic Center Plaza, at 8:05 a.m. Council members present were <br />Gordon Bricken, Daniel E. Griset, A1 Serrato, Harry K. Yamamoto and Mayor <br />Ward. Councilman J. Ogden Markel arrived at 9:30 a.m. Councilman R. W. <br />Luxembourger was absent. City Manager/Acting Clerk of the Council B. J. <br />Thompson and City Attorney Keith Gow were also present. <br /> <br />1979-80 PRELIMINARY BUDGET The City Manager presented a <br />COUNCIL STUDY SESSION brief overview of the Preliminary <br /> Budget for fiscal year 1979-80, <br /> including the philosophy, general <br />composition, revenues, general fund, operating and capital improvement pro- <br />grams, followed by Council review and discussion of departmental operating <br />budgets, beginning with City Council and proceeding in order of appearance <br />in the budget through the Public Works Department. <br /> <br />Each departmental budget reviewed was tentatively approved, with the follow- <br />ing proposed changes and discussion items continued for further consideration~ <br /> <br />The following reports were requested: <br /> <br />1) Perforraance Indicators requested from City Attorney <br /> <br />2) Comparison of City Attorney's operating budget with <br /> selected Orange County cities - Report <br /> <br />3) Additional Business License Inspector in the Finance <br /> Department - Report <br /> <br />4) Disaster Services position - Report <br /> <br />5) Additional personnel in Bowers Muset~n - Report <br /> <br />Proposed Changes <br /> <br />Proposed Cumulative Increase <br />Change in Change in in <br />Allocations Allocations Revenue <br /> <br />1. Increase to Council Contingency $500,000 <br /> account from anticipated increase <br /> in sales tax revenues <br /> <br />2. City Manager Department - Upgrade +$ 5,230 +$ 5,230 <br /> Administrative Aide to Administra- <br /> tive Assistant position <br /> <br />3. City Attorney - Part time salaries + 2,000 + 7,230 <br /> <br />4. Personnel Department - 1 Typist + 6,175 + 13,405 <br /> Clerk position <br /> <br />5. Fire Department - 1 Administrative + 62,675 + 76,080 <br /> Aide & 3 Fire Safety Specialist <br /> positions <br /> <br />6.
