<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />MINUTES <br />SPECIAL MEETING <br />COMMUNITY REDEVELOPMENT AGENCY <br />SANTA ANA, CALIFORNIA <br />SEPTEMBER 18, 1978 <br /> <br />The Special Meeting of the Community Redevelopment Agency of the <br />City of Santa Ana was called to order by Chairman David Brandt at <br />2:06 P.M. in the City Council Chambers, 22 Civic Center Plaza, <br />Santa Ana, California. After the pledge to the Flag, roll was <br />called: <br /> <br />PRESENT <br /> <br />ABSENT <br /> <br />David Brandt <br />John Garthe <br />David Ortiz <br />James Ward <br />Harry Yamamoto <br /> <br />Gordon Bricken <br />Vernon Evans <br /> <br />Others in attendance: <br /> <br />Keith Gow, Acting City Manager/City Attorney <br />Susan Fair, Administrative Assistant <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Joe Gilmaker, 308 W. Fourth Street, stated that in the last <br />paragraph of page two, seventh line, he "...questioned why the <br />planning Commission told the 'buyer' not 'property owner'." He <br />also stated that the dedication of property for Ross Street, <br />bringing the building up to seismic code and bringing the rest of <br />the building up to code were not questions he was asking. They <br />were statements of fact, as told him by the Planning Department. <br /> <br />A motion was made by Mr. Ward, seconded by Mr. Garthe and carried <br />unanimously to approve the Minutes of the Regular Meeting held on <br />August 29, 1978, including Mr. Gilmaker's corrections. <br /> <br />requested <br /> <br />he be sent a copy of the corrected <br /> <br />Mr. Gilmaker <br />minutes. <br /> <br />that <br /> <br />RELOCATION PAYMENTS <br /> <br />Mr. Yamamoto stated that he did not understand the background <br />memo. How was the search expense computed? Did the relocatee <br />automatically receive $500? Why did this individual receive <br />search expense if they decided to go out of business? Mr. Brandt <br />stated that the individual decided to go out of business after <br />searching. Staff was asked to clarify how $500 was computed and <br />responded that it was computed based upon guidelines established <br />by law. Mr. Yamamoto stated he was not satisfied with the <br />response. <br /> <br />A motion was made by Mr. Garthe, seconded by Mr. Brandt and <br />carried (Mr. Yamamoto voted NO, and Mr. Ward abstained) to <br />authorize the Executive Director to issue relocation payments as <br />follows: <br /> <br />OCTD PARK-AND-RIDE PROJECT SITE: <br /> <br />1. <br /> <br />Commercial tenant at 502 N.
