<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Mr. Tully Seymour, Attorney for the Presbyterian Church, addressed <br />the Agency and stated that they are against the interim use of the <br />Park-And-Ride structure as a bus terminal. He feels that the EIR <br />did not attempt to analyze the impact of this matter, and that the <br />impact on the Church would be detrimental. He also feels that the <br />City could be "stuck" with a permanent "make shift" bus terminal in <br />the Park-And-Ride structure if the Transit Terminal isn't <br />constructed. <br /> <br />The Chairman <br />Board could <br />facility. <br /> <br />asked the Executive Director if there was anything the <br />do to stop the proceedings of the Park-And-Ride <br /> <br />The Executive Director reported that the Agency has acquired the <br />site for the Park-And-Ride, and that the tenants are now being <br />relocated. He anticipates going out for bid on the demolition of <br />the structures next month, and anticipates delivery of the Park-And- <br />Ride site to OCTD by the end of this year. The Executive Director <br />stated that under the Agreement between OCTD and the City, if <br />transactions are haulted by the City, the City or Redevelopment <br />Agency would be obligated to repay all of the costs incurred by <br />OCTD, which is approximately $1,000,000 to date. <br /> <br />Dave Fraunfelder, Santa Ana Preservation Task Force, and Doy Henley, <br />of the Masonic Temple, expressed opposition to having a temporary <br />bus terminal in the Park-And-Ride structure. Mr. Henley was also <br />concerned that the parking structure was being constructed to <br />provide parking for County and Federal employees, and that there <br />would be no room for the public to park. <br /> <br />The Executive Director commented that there would be approximately <br />710 parking spaces in the structure, in addition to the interim bus <br />terminal. <br /> <br />Mr. Joe Gilmaker also addressed the Agency stating that he too <br />opposes the interim use of the facility, and feels that the buses <br />will congest an already congested area. He feels that the buses <br />should stay at their present location on Flower Street until a <br />permanent structure is built for their use. <br /> <br />Mr. Hal Thomas asked if OCTD felt that the temporary terminal would <br />be adequate if the bus terminal was not built, and questioned the <br />adequacy of the street widths. The Chairman suggested that Mr. <br />Thomas contact OCTD for these answers. <br /> <br />Agency member Evans asked when the Transit District was going to <br />move ahead with regards to the Transit Terminal. The Executive <br />Director responded that the original plan was that construction on <br />the Multi Modal Terminal would begin approximately 18 to 20 months <br />after the construction on the Park-And-Ride facility had begun. The <br />Executive Director requested that Mr. Pearson report as to any <br />changes. Mr. Pearson stated that OCTD does not have UMPTA's <br />approval to proceed on the Transit Terminal at the present time, but <br />they are meeting with UMPTA in an attempt to resolve the problems. <br /> <br />Agency member Bricken suggested that if the Park-And-Ride facility <br />and area became to congested, a restriction could be set as to the <br />number of buses using the facility. <br /> <br />No action was taken. <br /> <br />Mr. Ward returned to the meeting. <br /> <br />ORAL REPORT ON FASHION SQUARE <br /> <br />The Executive Director reported that at the last Agency meeting <br />Staff requested authorization to appraise Fashion Square Associates' <br />interest and had asked to postpone it, allowing Draper and Kramer 30 <br /> <br />-4- <br />
