<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. . <br /> <br />The Executive Director reported that the owner's legal representa- <br />tive informed Staff that they have no objections to the Agency <br />taking the property, just the value. <br /> <br />There being no further comments, the Chairman closed the public <br />hearing. A motion was made by Mr. Ward, seconded by Mr. Ortiz and <br />carried unanimously to move that the Agency finds that the public <br />interest and necessity require the proposed project; that the <br />project is planned and located in a manner that will be most <br />compatible with the greatest public good and the least private <br />injury; and that the property sought to be acquired is necessary to <br />the project. <br /> <br />A motion was made by Mr. Garthe, seconded by Mr. Evans and carried <br />unanimously to adopt Resolution 78-27: A RESOLUTION OF THE <br />COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING <br />AND DIRECTING THE CONDEMNATION OF CERTAIN REAL PROPERTIES FOR <br />REDEVELOPMENT PURPOSES IN THE DOWNTOWN AREA IN THE CITY OF SANTA <br />ANA, STATE OF CALIFORNIA, AND DECLARING THE PUBLIC NECESSITY <br />THEREFOR. <br /> <br />AMENDED ENVIRONMENTAL REPORT PROCEDURES <br /> <br />A motion was made by Mr. Garthe, seconded by Mr. Evans and carried <br />unanimously to adopt Resolution 78-28: A RESOLUTION OF THE <br />COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA ADOPTING <br />PROCEDURES FOR THE IMPLEMENTATION OF THE CALIFORNIA ENVIRONMENTAL <br />QUALITY ACT. <br /> <br />RESOLUTION 78-29 -- TAX INCREMENT <br />AGENCY'S BOND FISCAL AGENT <br /> <br />CHECKS TO BE SENT DIRECTLY TO <br /> <br />A motion was made by Mr. Ortiz, seconded by Mr. Bricken and carried <br />unanimously to adopt Resolution 78-29: A RESOLUTION OF THE <br />COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING <br />THE SENDING OF TAX INCREMENT CHECKS DIRECTLY TO AGENCY'S BOND <br />FISCAL AGENT. <br /> <br />SCHOLER PROPOSAL -- MULTI-FAMILY HOUSING PROJECT <br /> <br />The Executive Director <br />recommendation to deny <br />hous ing at th is time. <br /> <br />reported that the Commission had made a <br />the Scholer proposal for multi-family <br /> <br />A motion was made by Mr. Ward, seconded by Mr. Garthe and carried <br />unanimously to deny the Scholer proposal for multi-family housing <br />at th is time. <br /> <br />JOE GILMAKER PROPOSAL -- SOUTHEAST CORNER OF FOURTH AND BIRCH <br /> <br />The Executive Director reported that the Commission recommended <br />that Staff investigate the acquisition of the Guild Theatre and the <br />adjacent burned-out parcel with regards to the Gilmaker proposal. <br /> <br />A motion was made by Mr. Ward, seconded by Mr. Evans and carried <br />unanimously to receive and file the report. <br /> <br />DEVELOPER PARTICIPATION IN COST OF FEASIBILITY STUDIES <br /> <br />The Executive Director reported that the Commission recommended to <br />the Agency that developers participate up to 50% of the cost to do <br />feasibility studies. <br /> <br />A motion was made by Mr. Garthe, seconded by Mr. Bricken and <br />carr ied unan imously to make it a pol icy that developers part ic ipate <br />in 50% of the cost to do feasibility studies. <br /> <br />-3- <br />
