<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />FEASIBILITY STUDY -- DOWNTOWN PARKING GARAGE <br /> <br />Regarding the report on Staff's intent to proceed, pursuant to <br />Resolution 77-27, with implementation of Community Redevelopment <br />Commission recommendation to hire a consultant to perform a <br />feasibility study on a downtown parking garage, Mr. Robert <br />Newcomb, 2109 E. Santa Clara, representing the Redevelopment <br />Commission, requested that the Agency give serious consideration <br />in allowing the Commission's recommendation to hire a consultant <br />to perform a feasibility study on a downtown parking garage; that <br />the Commission has studied the problem and feels it necessary to <br />conduct such a study. <br /> <br />Mr. David Flaherty, 116 West Fourth Street, owner of Davis <br />Stationers in the downtown, stated that the majority of the vacant <br />buildings in the downtown were two story and that there was not <br />adequate parking to allow for the use of these buildings for <br />business purposes. Mr. Flaherty stated that if there was a <br />parking structure that could service the second floor areas, it <br />would give a new dimension to the buildings. <br /> <br />The Executive Director reported that the Commission has been <br />discussing the possibility of a parking structure in the downtown <br />for several months, and has requested that a feasibility study be <br />conducted. The feasibility study would make recommendations as to <br />the site, number of parking spaces to be provided, the type of <br />facility, and financing. <br /> <br />A motion was made by Mr. Ward, seconded by Mr. Evans and carried <br />(Mr. Ortiz voted NO) to approve staff's recommendation to receive <br />and file the report. <br /> <br />PUBLIC HEARING -- CONDEMNATION -- 14 ACRE HOUSING SITE <br /> <br />RESOLUTION 78-4 -- MR. AND MRS. HOWARD RYAN <br /> <br />The hearing was opened by Chairman David Brandt. The Chairman <br />requested that staff identify the property and the project, and to <br />comment on the factors and evidence necessitating the condemnation <br />action. <br /> <br />Mr. Tom Hammill, Real Property Agent for the Agency, reported that <br />the properties in question were located in the 14 acre housing <br />site between First and Third, Ross and Flower, and are identified <br />as: <br /> <br />A.P. No. 8-151-05, 802 W. Second, a single family residence; <br />A.P. No. 8-151-04, 806 W. Second, a single family residence; <br />A.P. No. 8-151-09, 801 W. First, a garage. <br /> <br />Mr. Hammill stated that the Agency is under contractual obligation <br />to deliver this site to the developer, Santa Ana Intown <br />Apartments. Mr. Hammill stated that the project is anticipated to <br />remove seriously blighted substandard buildings in the redevelop- <br />ment area and in their place develop 700 units of housing. The <br />project will enhance the economic, social and aesthetic <br />environment of the project Area. 300 units of market rate housing <br />will be developed, of which 15% will be subsidized for low and <br />moderate income families. <br /> <br />The Chairman then requested that the owners, Howard and Mary Ryan, <br />or their representative address the podium. Mr. Richard L. <br />Riemer, Attorney, 850 N. Parton, representing Howard and Mary <br />Ryan, stated that the project is not planned and located in a <br />manner that will be most compatible with the greatest public good. <br />He stated that the project is located many blocks from the nearest <br />church, shopping center and recreational facilities.
