<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />PRESENTATION BY ARCHITECT ON DOWNTOWN PARKING GARAGE AND STATUS <br />REPORT ON CALIFORNIA TEACHERS FEDERAL CREDIT UNION DEVELOPMENT <br /> <br />The Executive Director pointed out that the preliminary drawings <br />for both the Downtown Parking Garage and the California Teachers <br />Federal Credit Union were displayed on the board directly behind <br />the Agency members. He stated that approximately two-thirds of <br />the off-site would be set aside for a plaza area in the <br />development of the California Teachers Federal Credit Union, with <br />the possibility of underground parking. <br /> <br />The Downtown Parking Garage will be a three story structure with <br />approximately 470 spaces and will have a glass elevator. The <br />Executive Director pointed out that the Community Redevelopment <br />Commission, at their last meeting, approved the preliminary plans <br />for both developments. <br /> <br />A motion was made by Mr. Bricken, seconded by Mr. Griset and <br />carried (Mr. Markel voted NO) to receive and file the reports on <br />the Downtown Parking Garage and the California'Teachers Federal <br />Credit Union. <br /> <br />JOINT PUBLIC HEARING <br />DEVELOPMENT COMPANY <br /> <br />CITY <br /> <br />COUNCIL - <br /> <br />ROSS <br /> <br />FIFTH <br /> <br />AND <br /> <br />WITH <br /> <br />At 2:06 P.M., the Chairman announced that the joint meeting of the <br />Santa Ana Redevelopment Agency and the City Council convened on <br />October 15, 1979, continued to November 19, 1979 and again <br />continued to December 17,1979, is now called to order. He stated <br />that this was the time and place for the joint public hearing of <br />the Community Redevelopment Agency and the City Council of the <br />City of Santa Ana for the proposed sale of property by the <br />Community Redevelopment Agency of the City of Santa Ana to Ross <br />and Fifth Development Company and environmental findings in <br />relation thereto. The site is bounded on the north by Fifth <br />Street, on the west by realigned Ross Street, on the south by <br />Fourth Street and on the east by a line approximately 100 feet <br />east of Birch Street. He then requested that staff identify the <br />property or issues and give staff recommendation. <br /> <br />Mr. Tom Hammill, the Agency's Real Estate Officer, reported that <br />the development will require the vacation of Birch Street between <br />Fourth and Fifth Streets, and a portion of Ross Street. The <br />property consists of 16 parcels and approximately 25 tenants <br />located in two hotels (Chandler Hotel and Chateau Apartments). <br />Mr. Hammill showed the sketch of the proposed development and <br />stated that it would consist of approximately 41,000 square feet <br />of commercial use on the ground floor, with the remaining five <br />stories being used for office space, for a total development of <br />approximately 196,900 square feet. Beneath the structure will be <br />approximately 100,000 square feet of parking area, as well as <br />structured parking. The estimated cost of the development is <br />$16,000,000. <br /> <br />The Chairman asked staff if there were any written communications. <br />Staff responded that there were not. <br /> <br />The Chairman then stated that the Agency would like to hear from <br />the public, and requested that the persons in agreement with the <br />environmental findings or the proposed sale please step forward. <br />Mr. Sandy Steiner addressed the Agency and asked if this <br />development was under eminent domain proceedings. The Executive <br />Director responded that if the Agency and Council approve the <br />agreement, then, if necessary, the property would fall under <br />eminent domain proceedings. However, the Agency has been <br />successful in assembling the majority of the sites without <br />entering eminent domain proceedings. <br /> <br />-3- <br />
