The Agency and Staff were not in receipt of <br />this letter. Mr. Gilmaker feels that due to the Agency granting <br />an exclusive right to negotiate in the Fourth Street area, it has <br />blocked the sale of this property for his clients. <br /> <br />-3- <br />
