<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />PROPERTY; AND <br />THERETO. <br /> <br />APPROVING <br /> <br />PARTICIPATION <br /> <br />AGREEMENT <br /> <br />PERTAINING <br /> <br />THE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAINED: <br /> <br />Bricken, Griset, Luxembourger, Serrato, Yamamoto <br />Markel <br />None <br />Ward <br /> <br />A motion was made by Mr. Bricken, seconded by Mr. Luxembourger and <br />carried (Mr. Markel voted NO) to adopt the budget and authorize its <br />implementation by the Community Redevelopment Commission. <br /> <br />PUBLIC HEARING FOR THE PROPOSED SALE BY THE COMMUNITY REDEVELOPMENT <br />AGENCY TO SANTA ANA CITY EMPLOYEES CREDIT UNION AND ENVIRONMENTAL <br />FINDINGS RELATED THERETO <br /> <br />The Vice Chairman announced that this was the time and place for <br />the joint public hearing of the Community Redevelopment Agency and <br />the City Council of the City of Santa Ana for the proposed sale of <br />property by the Community Redevelopment Agency of the City of Santa <br />Ana to Santa Ana City Employees Credit Union and environmental <br />findings in relation thereto. <br /> <br />The Vice Chairman requested that staff identify the property or <br />issues and give staff recommendation. The Agency's Real Estate <br />Officer reported that the site is bounded on the north by Santa Ana <br />Boulevard, on the west by a line approximately 150 feet east of <br />Flower, on the south by Third Street and on the east by the east <br />line of Garnsey; the development site consists of vacant lots, <br />older frame residential and commercial, including a bar, pool hall, <br />bail bond office and Garnsey Street, which is to be vacated; the <br />site is proposed to be improved with a single story, 8,700 square <br />foot office structure with surface parking for 24 automobiles. The <br />estimated development cost is $865,000. Staff recommends approval <br />of the two resolutions and the proposed budget. <br /> <br />There were no written communications. The Vice Chairman requested <br />to hear from the public in agreement with the environmental <br />findings or the proposed sale. Mr. Rudy Montejano, representing <br />the owner/developer, Santa Ana City Employees Credit Union, <br />addressed the Agency stating that they were in agreement with the <br />findings and the proposed sale, and thanked the members of the <br />Redevelopment staff for their assistance. <br /> <br />Ms. Floy Gussman, 805 West Third Street, Santa Ana, addressed the <br />Agency stating that she was not in agreement. The Vice Chairman <br />stated that this was not the time to express disagreement, but <br />informed her that she may return at the proper time. <br /> <br />The Vice Chairman asked if there were any other persons in <br />agreement with the environmental findings or the proposed sale. <br />There were none. <br /> <br />The Chairman then requested to hear from the public in disagreement <br />with the environmental findings or the proposed sale. Mrs. Crystal <br />Conway, 809 West Third Street, Santa Ana, addressed the Agency <br />stating that she doesn't like having to be moved out, and that the <br />Agency hasn't given her any details yet. <br /> <br />Ms. Floy Gussman, 805 West Third Street, Santa Ana, returned to the <br />podium expressing concerns such as not knowing when or where to <br />move; where she will find another place to rent for $130 a month; <br />drunks from the downtown breaking into the vacant houses in the <br />area to sleep at night; and the dust in the area from surrounding <br />on-going developments. <br /> <br />'! <br /> <br />-3- <br />
