He <br />stated further that the site is bounded on the north by Fourth <br />Street, on the west by a line 131' west of Birch Street, on the <br />south by a line 25' north of Third Street and on the east by <br />Birch Street. He then asked staff to identify the property or <br />issues and give a recommendation. <br /> <br />The Executive Director stated that the subject property is a <br />two (2) story, unreinforced masonry, commercial structure of <br />approximately 7,000 square feet located at the southwest corner <br />of Fourth and Birch Streets (402 West Fourth Street). He added <br />that the property is immediately adjacent to the Lawrence <br />Building (on the west) and the three Keiser Buildings. The <br />Executive Director said that the staff recommendation was to <br />approve the Agreement and proceed with acquisition of the <br />leasehold and rehabilitation. <br /> <br />There being no written communications for presentation, nor <br />persons wishing to speak in favor or against the proposal, the <br />Chairman asked if members of the Agency had any questions or <br />comments. There being none, the Chairman declared the Public <br />Hearing closed. <br /> <br />It was then moved by Mr. Griset, seconded by Mr. Acosta and <br />carried by a vote of 6:0 (Mr. Markel being absent) that the <br />Agency adopt Resolution 81-37: A RESOLUTION OF THE COMMUNITY <br />REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA MAKING <br />ENVIRONMENTAL FINDINGS NECESSARY FOR THE PROPOSED COMMERCIAL <br />REHABILITATION AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA AND ODELLE MARKS, BLANCHE ANN <br />MARKS, AND RONALD A. MARKS FOR THE SALE AND REHABILITATION OF <br />CERTAIN REAL PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT. <br /> <br />Mayor Bricken announced that the Chair would now entertain a <br />motion of the City Council regarding the environmental findings <br />and the proposed sale. A motion was made by Councilman <br />Luxembourger, seconded by Councilman Acosta and carried (6:0) <br />to adopt Resolution 81-79: A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS NECESSARY <br />FOR THE PROPOSED COMMERCIAL REHABILITATION PARTICIPATION <br />AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF THE <br />CITY OF SANTA ANA AND ODELLE MARKS, BLANCHE ANN MARKS, RONALD <br />A. MARKS FOR THE SALE AND REHABILITATION OF CERTAIN REAL <br />PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT. <br /> <br />2. <br />
