All of the main arteries shown in the drawings <br />surrounding the project did not, in fact, exist. <br /> <br />as <br /> <br />5. In the opinion of the homeowners, North Orange County <br />cannot support a development of the magnitude suggested by <br />Oxford West. <br /> <br />6. The three access streets (Town & Country, Main and Owens <br />Drive) cannot accommodate the traffic that would be <br />required. <br /> <br />7. The matter <br />concern. <br /> <br />minimum <br /> <br />to the development is of <br /> <br />of <br /> <br />access <br /> <br />It was moved by Mr. Bricken, seconded by Mr. Acosta and carried <br />unanimously (7:0) that the Agency grant Oxford West Development <br />Company a six month exclusive right to negotiate for the <br />development of an 18 acre site bounded by Main Street on the <br />west, Town and Country Center on the north, Lawson Way on the <br />east and the northerly residential subdivision on the south <br />facing Owens Drive, subject to the agreement by the developer <br />of the following conditions: <br /> <br />1. That the developer agrees to pay one-half the cost of <br />necessary appraisals and economic feasibility studies <br />estimated to be $12,500, <br /> <br />2. That the developer agrees to proceed toward the joint <br />preparation of a Disposition and Development Agreement <br />based on the understanding that the developer will pay the <br />full market value for the property as established by the <br />Agency's appraiser as an advance prior to the close of <br />escrow, <br /> <br />3. That the developer agrees to proceed toward the joint <br />preparation of a Disposition and Development Agreement <br />based on the terms and conditions contained in the <br />Transportation Systems Improvement Agreement, dated March <br />21, 1981, between the City of Orange and City of Santa <br />Ana, <br /> <br />4. That the developer agrees to confer in good faith with <br />surrounding property owners on specific elements of the <br />development plan. <br /> <br />Chairman Bricken thanked the representatives of Oxford West for <br />their professional presentation and then declared a recess at <br />8:30 P.M. and reconvened the meeting at 8:45 P.M. with all <br /> <br />6. <br />
