<br />. <br /> <br />Offers to Purchase, as required by Section 7267.2 of the <br />Government Code, were made to the owners of record on April <br />18,1983 and May 5,1983. <br /> <br />Chairman Luxembourger announced that the Agency would now <br />like to hear from those people who desire to address the <br />Agency on this issue. He added that if anyone desired to <br />address the Agency, they should step forward to the podium, <br />give their name and address and limit their comments to five <br />minutes. <br /> <br />Mr. Warren A. Schmidt, owner of 112 and 112 1/2 N. Flower <br />Street, Santa Ana, California addressed the Agency stating <br />that he disagreed with the compensation that the Agency was <br />offering him. <br /> <br />. <br /> <br />Ms. Kay Mentier, 1014 N. Parton, Santa Ana, California, <br />asked the Agency members what were they going to do about <br />the elderly citizens living in the area. In response to her <br />question, the City Manager responded that they will be <br />relocated. Ms. Mentier stated that they do not wish to be <br />put into the senior citizen complex. Mr. Wilson then <br />responded that the relocation staff would be working with <br />them very closely. <br /> <br />In response to a question raised by Chairman Luxembourger, <br />Mr. Hammill stated that they had followed the Federal <br />Guidelines of having one appraisal made and the appraisal <br />reviewed by another appraiser who had agreed upon the value <br />and to the value that we had agreed to give him. <br /> <br />The City Manager stated that the disagreements on the value <br />would be determined by court. <br /> <br />In response to a question raised by Mr. Johnson, Mr. Schmidt <br />responded that his property was worth $125,000.00 and that <br />he would like about $100,000.00. <br /> <br />. <br /> <br />After a brief discussion, a motion was made by Mr. Bricken, <br />seconded by Mr. Young and carried by the following roll call <br />vote to adopt Resolution 83-19: A RESOLUTION OF THE <br />COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA <br />AUTHORIZING AND DIRECTING THE CONDEMNATION OF CERTAIN REAL <br />PROPERTY FOR REDEVELOPMENT PURPOSES IN THE BIRCHPARK <br />ASSOCIATES DEVELOPMENT SITE IN THE CITY OF SANTA ANA, STATE <br />OF CALIFORNIA, AND DECLARING THE PUBLIC NECESSITY THEREFOR. <br /> <br />AYES: <br /> <br />Acosta, Bricken, Griset, Johnson, <br />Luxembourger, McGuigan, Young <br />None <br />None <br /> <br />NOES: <br />ABSENT: <br /> <br />-3- <br />
