<br />.' <br /> <br />Agency to receive public comment on the draft environmental <br />impact report for the Fashion Square Commercial Center <br />project. <br /> <br />. <br /> <br />Chairman Luxembourger requested that staff identify the <br />project and provide further information on the purpose of <br />this hearing. Mr. Wilson stated that the site is bounded on <br />the west by Interstate 5, on the north by the Garden Grove <br />Freeway, the south by the extension of Owens Drive, and on <br />the east by Main Street. The project scope includes <br />expansion and enclosure of the existing Fashion Square <br />Shopping Center, with the development of up to 1.6 million <br />square feet of retail space; 1.5 million square feet of <br />office commercial space; and up to 1,200 first class hotel <br />rooms. The development team is comprised of a joint venture <br />which includes Federated Department Stores and Henry T. <br />Segerstrom as a general partner. Mr. Wilson also stated <br />that he would like to introduce Mr. Skip Stephenson of C.J. <br />Segerstrom & Sons and that Mr. Stephenson would briefly <br />discuss their interest in the development and present a <br />slide show which would further delineate the site and <br />describe the project concept. <br /> <br />. <br /> <br />Mr. Skip Stephenson, C.J. Segerstrom & Sons, presented the <br />Agency members with some introductory remarks and proceeded <br />with the slide show. <br /> <br />Mr. Wilson stated that also present were Mr. Cecil Sterling <br />of Ultrasystems, the professional firm retained by the <br />Agency to prepare the environmental impact report, and Mr. <br />Joe Faust of JEF Engineering who prepared the traffic <br />analysis for the Draft E.I.R. He stated that these <br />gentlemen would be available to answer questions which may <br />be raised by the Agency or the public. <br /> <br />The Chairman announced that the Agency would now like to <br />hear from those people who desired to address the Agency on <br />this issue. He added that if anyone desired to address the <br />Agency, they should step forward to the podium, give their <br />name and address and limit their comments to five minutes. <br />Chairman Luxembourger requested to hear from those persons <br />in agreement and disagreement with the proposed project. <br /> <br />8 <br /> <br />Mr. Greogry W. Stepanicich, Richards, Watson, Dreyfuss & <br />Gershon Attorneys At Law, representing KLST partnership, <br />Ltd., owner of Fidelity Federal Building, stated that the <br />Fidelity Federal Building would be losing a substantial <br />portion of their parking, approximately 198 parking spaces. <br />Mr. Stepanicich stated that they had two areas of concern: <br /> <br />1. <br /> <br />351 spaces for mitigation were stated in the draff <br />EIR - they presently have land for 468. <br /> <br />-2- <br />
