This letter is submitted on behalf of the City of Orange ("Orange") <br />in connection with the scheduled May 15, 1984, joint hearing of the <br />Community Redevelopment Agency ("CRA",) and City Council of the City <br />of Santa Ana concerning the proposed Fashion S~uare Commercial Center <br />Development (the "Proposed Development"). At that hearing, the CttA <br />is expected to consider the certification of the ~inal Environ~ental <br />Impact Report ("Final EIR") for the proposed Development and the <br />approval of a proposed participation Agreement between the CP~ and <br />the developer for the period, and the 'City Council is expected to <br />consider the approval of the sale of real property in connection <br />with the Development. <br /> <br />The City of Orange urges the Agency not to certify the EIR as <br />complying with the California Environmental Quality Act ("CEQI',"). <br />For the reasons',iscussed below, the EIR fails in nU!Tlerous respects <br />to meet the full disclosure mandate of CE~A.
