Mr. David N. <br />Ream, Interim Deputy City Manager, presented a concise <br />status report to the Agency on each of the Project Areas. <br /> <br />Chairman Luxembourger announced that the Agency would now <br />like to hear from those people who desire to address the <br />Agency on this issue. He added that if anyone desired to <br />address the Agency, they should step forward to the podium, <br />give their name and address and limit their comments to five <br />minutes. <br /> <br />As there were no requests from the public, Chairman <br />Luxembourger asked if there were any further comments from <br />the Agency staff. <br /> <br />Staff declined further comment and Chairman Luxembourger <br />announced that the public hearing was now closed. <br /> <br />Mrs. McGuigan commended staff on an excellent job and added <br />that it was helpful to be able to see on paper what is <br />happening in Santa Ana. <br /> <br />A motion was then made by Mrs. McGuigan, seconded by Mr. <br />Acosta and carried unanimously (5:0) to receive and file the <br />Biennial Review Evaluation of the Redevelopment Plan (June <br />1981 - June 1983). <br /> <br />DEVELOPER SELECTION - WEST RESERVOIR SITE <br /> <br />The Interim City Manager stated that Request for Proposals <br />were distributed to approximately 300 residential developers <br />in September 1983. By the November 4th deadline, five <br />proposals had been received - two for single family detached <br />homes, two proposing condominiums and/or townhomes, and one <br />for a mobile home park. The proposals were first reviewed <br />by the Second Level Development Team which recommended all <br />proposals, with the exception of the mobile home park <br />concept, for further review. <br /> <br />The Development Team reviewed the proposals in December and <br />ranked them as follows: <br /> <br />1. <br />2. <br />3. <br />4. <br /> <br />Kaufman & Broad Development Group <br />Lewis Homes, Inc. <br /> <br />Barratt-Irvine <br />Circle T Corporation <br /> <br />The Interim City Manager then stated that representatives <br />from three of the four developers were present and then <br />
