<br />special consultant services to assist in the following matters: 1) Advice
<br />to assist in setting up a risk management office in City Manager's Depart-
<br />ment; 2) Advice in regard to existing and possible insurance coverages;
<br />3) Assistance in recruiting and selecting a risk manager; and 4) Assistance
<br />in dealing with insurers for the next round of policy renewals in order
<br />that the insurance needs and goals of the City can be met satisfactorily.
