<br />. <br /> <br />A motion was made by Councilmember McGuigan, seconded by <br />Councilmenber Young and carried by the following roll call <br />vote to adopt Resolution No. 85-39: A RESOLUTION OF THE <br />CITY COUNCIL OF THE CITY OF SANTA ANA MAKING CERTAIN <br />FINDINGS WITH RESPECT TO THE CONSIDERATION TO BE RECEIVED BY <br />THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA <br />PURSUANT TO AN AGREEMENT FOR THE SALE AND DEVELOPMENT OF <br />REAL PROPERTY BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF <br />THE CITY OF SANTA ANA AND CIVIC CENTER BARRIOS HOUSING <br />CORPORATION FOR THE SALE OF CERTAIN REAL PROPERTY AND <br />APPROVING THE SALE OF SAID REAL PROPERTY UPON THE TERMS AND <br />CONDITIONS CONTAINED IN THAT AGREEMENT. <br /> <br />AYES: <br /> <br />Acosta, Griset, Hart, Johnson, Luxembourger, <br />McGuigan, Young <br /> <br />NOES: <br />ABSENT: <br /> <br />None <br />None <br /> <br />After a brief discussion, it was moved by Mr. Luxembourger, <br />seconded by Mr. Johnson and carried unanimously that staff <br />research the provision of a hardship clause and return with <br />a recommendation in thirty days. <br /> <br />. <br /> <br />JOINT MEETING REGARDING PARTICIPATION AGREEMENT WITH RITCHEY <br />CENTER NORTH AND RITCHEY CENTER SOUTH FOR REHABILITATION OF <br />RITCHEY CENTER <br /> <br />. <br /> <br />Mrs. Susan Moeller, Project Area Manager, stated that <br />Ritchey Center North and Ritchey Center South are general <br />partnerships comprised of builder/developers who originally <br />approached the City for industrial development bond <br />financing and that these general partners were the original <br />owners and builders of the light industrial/manufacturing <br />complex which is located on Ritchey Street, just south of <br />Edinger, at St. Andrew place and Glenwood place. She added <br />that the general partners have now repurchased the site and <br />are proposing a very extensive upgrading and rehabilitation <br />of the center into a quality "high-tech" office development. <br />She pointed out that they have proceeded with the <br />rehabilitation work and are now requesting Agency assistance <br />on improvements to the public streets linking the individual <br />buildings in the complex. She added that the total <br />investment by the redeveloper exceeds $10 million and they <br />are now asking that the Agency reimburse them for actual <br />costs incurred in the repairing of the damaged streets, <br />installation of curbs, gutters and landscape buffers, not to <br />exceed $50,000. She stated that, in her opinion, these <br />improvements will not only benefit Ritchey Center but will <br />also serve the Goldenwest property immediately to the east <br />which is also undergoing rehabilitation. <br /> <br />-3- <br />
