<br />. <br /> <br />PUBLIC HEARING TO ADOPT RESOLUTION DIRECTING CONDEMNATION OF PROPERTY <br />WITHIN THE FASHION SQUARE EXPANSION SITE (272Ø-276Ø N. MAIN STREET) <br /> <br />Chairman Griset announced that this was the time and place for the <br />public hearing on the issue of the public necessity to acquire by <br />condemnation property known as Assessor Parcel ØØ2-21Ø-33, for rede- <br />velopment purposes. <br /> <br />. <br /> <br />In response to the Chairman's request, Mr. Thomas E. Hammill, Real <br />Estate Consultant, responded that the property is located at 272Ø-276Ø <br />N. Main Street and contains 14.92 acres. The property consists of a <br />shopping center with 22 tenancies. The property is owned by the Bruce <br />Walkup and Betty Walkup Trust of 1981, by Bruce Walkup, Trustee. The <br />property is improved with a 25,ØØØ square foot office building, a <br />26,27Ø square foot building used by the National Association of Senior <br />Citizens and the Society for Seniors, both of which are non-profit <br />corporations, a 7,381 square foot building containing small commercial <br />distributors, a 38,634 square foot structure currently utilized for <br />electronic product and furniture sales, and a 64,6Ø4 square foot <br />building that is divided to accommodate 11 separate tenants. The <br />parking area has approximately 3ØØ,ØØØ square feet of asphalt paving, <br />striped for 585 cars. In addition, there is an excess parcel of ap- <br />proximately 2.3 acres of unimproved land situated at the southwest <br />corner of the property. <br /> <br />Mr. Hammill further stated that the public interest and necessity <br />require the property for the following reasons: <br /> <br />1. <br /> <br />The Agency has entered into an Owner Participation Agreement <br />with Santa Ana Venture, dated May 15,1984. The subject prop- <br />erty is included in the Agreement with Santa Ana Venture for <br />redevelopment. <br /> <br />2. <br /> <br />The aforementioned Owner Participation Agreement provides for <br />the redevelopment and expansion of the Fashion Square Shopping <br />Center, and the subject property is required for such purpose. <br /> <br />3. <br /> <br />The owners will receive just compensation for the taking of <br />their property, and tenants will receive relocation benefits in <br />accordance with law. <br /> <br />. <br /> <br />Mr. Hammill stated that the project is planned and located pursuant to <br />hearings previously held by the Redevelopment Commission, the Planning <br />Commission, the City Council and the Redevelopment Agency. The proj- <br />ect will provide commercial uses for the area and will represent a <br />redevelopment of the property; thereby, generating increased commer- <br />cial and office spaces, hotel rooms, employment and additional tax <br />base for the citizens of Santa Ana. <br /> <br />Mr. Hammill further stated that an offer of just compensation has been <br />made to the owners of the property in accordance with Section 7267.2 <br />of the Government Code.
