PUBLIC HEARING The Mayor opened the public <br />ALLEY ABANDOb~NT NO. 48 hearing for consideration of <br />BETWEEN CUBBON & BROOK STREETS Negative Declaration and pro- <br />RESOLUTION NO. 79-219 - ADOPTED posed Abandonment No. 48, vacation <br /> of a portion of an east-west alley <br />between Cubbon and Brook Streets and east of Bristol Street. <br /> <br />The Director of Public Works presented the staff report, recommendation, and <br />slides of the area in question. <br /> <br />The Clerk of the Council reported there were no written communications. <br /> <br />There were no speakers in favor of or in opposition to the proposed abandonment. <br />The Mayor closed the public hearing. <br /> <br />MOTION was made by Yamamoto, seconded by Luxembourger, to approve and file the <br />Negative Declaration and adopt the following resolution: <br /> <br />RESOLUTION NO. 79-219 - A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA VACATING A PORTION OF AN EAST-WEST ALLEY LOCATED <br />BETWEEN CUBBON AND BROOK STREETS AND EAST OF BRISTOL STREET IN THE <br />CITY OF SANTA ANA. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Markel, Ward, Yamamoto <br />None <br />Serrato <br /> <br />CA 14 <br /> <br />PUBLIC HEARING - A.D. 242 The Mayor opened the public <br />PROGRESSO-LABONITA & SIXTH-ROSITA hearing of appeals of the assess- <br />RESOLUTIONS NO. 79-220, 79-221, ments in the matter of Assessment <br />79-222 & 79-223 - ADOPTED District No. 242 - Progresso-La <br /> Bonita and Sixth-Rosita. The <br />Clerk of the Council announced that notices had been published, posted and <br />mailed, as prescribed by law, with affidavits on file in the Office of the <br />Clerk of the Council. <br /> <br />The City Engineer/Director of Public Works explained the method and formula <br />of assessment spread and discussed proposed changes and modifications to <br />certain assessments. <br /> <br />The Clerk of the Council reported that no further written protests had been <br />received other than the one from Harley Wilder dated November 21, 1979, <br />which was distributed in Council Agenda packets. <br /> <br />There were no speakers who had filed written protest on the matter. <br /> <br />The following persons spoke in opposition to the assessments: <br /> <br />Joe Maciel, Progresso Street, requested an itemization of charges. <br /> <br />A1 Baird, 4910 W. Seventh Street, stated he was not happy with the improve- <br />ments. <br /> <br />Fatu Talolo, 5109 W. Fifth Street, also requested an itemization of charges <br />for the First Smmoan Congregation Church. <br /> <br />Elizabeth Melvin, 4917 W. Sixth Street, stated the charges assessed were <br />higher than what was anticipated. <br /> <br />The Associate Engineer was present to respond to questions and requests for <br />clarification. <br /> <br />There were no other speakers.
