<br />a resolution adjusting certain mid-manage~entsalaries from below average
<br />to average wage; staff was directed to investigate possible mid-management
<br />salary inequities in conjunction with development of the 1980-1981
<br />municipal budget.

<br />PUR(ItkSE OF SURPLUS AUTOMOBILES Following discussion of the
<br />FROM CITY OF ORANGE FOR PURCHASE BY proposal to purchase surplus
<br />CITY OF TECATE - DIRECTED STAFF automobiles, outlined in the
<br /> letter dated December 3, 1979,
<br />from Councilman Jess F. Perez, City of Orange, suggesting that Santa Aha
<br />purchase thirteen automobiles at a discount price from the City of Orange
<br />for resale to Santa Ana's Sister City of Tecate, Mexico, MOTION was made
<br />by Griset, seconded by Ward, to direct staff to provide liaison between
<br />the City of Tecate and the City of Orange to: 1) Attempt to facilitate a
<br />resolution of the purchase price difference between those two cities; and
<br />2) Assist Tecate in purchasing the largest number of units possible within
<br />its budgeted funds and at no cost to the City of Santa Aha, other than
<br />administrative costs.

<br />RESIDENTIAL CARE FACILITIES the letter dated November 19,
<br />DIRECTED STAFF 1979, from the City of Buena
<br /> Park, requesting support for
<br />Buena Park's resolution urging the State legislature to restore original
<br />language to sections of the State Health and Safety Code and Welfare
<br />and Institutions Code pertaining to local authority in establishment
<br />of residential care facilities, MOTION was made by Serrate, seconded
<br />by Bricken, to instruct staff to prepare a similar resolution, reaffirm-
<br />ing Council policy pertaining to residential care facilities.
