<br />Chairman Young then called for comments from the public and <br />questions from the Agency Members. There being none, the Chairman <br />declared the Public Hearing closed. <br /> <br />It was then moved by Agency Member Acosta, seconded by Agency Member <br />May and carried unanimously (5:0) that the Agency receive and file <br />the Biennial Review and Evaluation of the Redevelopment Plans (June, <br />1985 - June, 1987). <br /> <br />. <br /> <br />AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY AND ORANGE <br />COUNTY TECH CENTER FOR REIMBURSEMENT OF COSTS ASSOCIATED WITH STORM <br />DRAIN IMPROVEMENTS <br /> <br />It was moved by Agency Member Hart, seconded by Agency Member Acosta <br />and carried unanimously (5:0) that the Agency authorize the Chairman <br />to execute an agreement with Orange County Tech Center for the <br />reimbursement of storm drain costs. <br /> <br />EXERCISE OF OPTION TO PURCHASE <br />HARVARD AND FAIRVIEW STREETS <br /> <br />PROPERTY <br /> <br />SOUTHWEST <br /> <br />CORNER <br /> <br />OF <br /> <br />Vice Chairperson McGuigan stated that she wanted to support the <br />vietnamese Community of Orange County, Inc. (VCOC) in their <br />endeavors to find a site for their Community Service Center and <br />Asian Senior Center but that she was concerned that they might not <br />have the funds needed to complete these projects, thus putting the <br />Agency in the position of owning excess property. <br /> <br />. <br /> <br />The City Manager called upon the Executive <br />Vice Chairperson McGuigan's concerns. <br /> <br />Director <br /> <br />to <br /> <br />respond <br /> <br />to <br /> <br />The Executive Director affirmed that staff had contacted the State <br />and verified that VCOC had received a $400,000 grant from the State <br />for this project. She pointed out that the city Council had <br />allocated $180,000 of CDBG funds to VCOC for this project and that <br />united Way had also allocated funds for operating costs, adding that <br />the State had made a further grant to cover operations of the <br />Center. She stated further that VCOC not only has funds but <br />continues to raise funds for ongoing operation. <br /> <br />Chairman Young stated that he had met with representatives of the <br />vietnamese community of orange County, Inc. and that he felt sure <br />that all of their representations regarding financing were valid, <br />adding that all they needed now was to be assured of a site for the <br />Centers. Chairman Young stated that the vietnamese would have to <br />raise funds for furniture and equipment for the building but that <br />they did have money for the building and for operating expenses. <br /> <br />. <br /> <br />In response to further questions from vice Chairperson McGuigan, the <br />Executive Director stated that there would be two separate <br /> <br />3. <br />
