<br />. <br /> <br />. <br /> <br />. <br /> <br />JOINT PUBLIC HEARING REGARDING TIlE BRISTOL CORRIDOR REDEVELOPMENT PROJECT AREA <br /> <br />At 5:48 p.m., Chairman Young opened the public hearing regarding the Bristol <br />Corridor Redevelop8&nt Project Area. Chairman Young advised the audience that <br />s translator was present to assist in translating the proceedings into <br />Spanish, and outlined the procedures that were to be followed for this public <br />hearing as required by state law. <br /> <br />Presentations were made by the following: <br /> <br />Edward Cooper, City Attorney <br />Cynthia Nelson, Executive Director/Community Development <br />Allsn Robertson, Katz Hollis <br />Robert Hoffman, Redevelopment & Real Estate Manager <br /> <br />Chairman Young asked if there were any questions by members of the Council, <br />Agency or the Commission. Commissioner Raya asked if there is a time frame or <br />restriction on the use of eminent domain within the project area, and how many <br />cases in redevelopment have resulted in litigated settlement with regard to <br />the use of eminent domain. <br /> <br />Mr. Hoffman stated that the Plan contains a limitation of 12 years from the <br />time it is adopted, during which the Agency would have the power of eminent <br />domain. Since January 1983, the Agency has acquired 89 parcels, 85 of which <br />were acquired through voluntary negotiations with property owners, and 4 <br />required litigation to verdict to determine just compensation. <br /> <br />Commissioner Raya also asked a question regarding the projected percentages <br />that will result upon implementation of the Plan. Ms. Nelson stated that this <br />information is broken down in the Report to Council on a square footage basis, <br />however, these facts can be provided to Commissioner Raya before the next <br />meeting. <br /> <br />Responding to a question from Commissioner Raya regarding rehabilitation of <br />residential structures, Ms. Nelson stated that the Agency has in the past and <br />will continue to offer coĊ“Bercisl and residential loans snd rebates to <br />property owners to enhance their properties. <br /> <br />Commissioner Raya asked if a special assessment district will be imposed on <br />the project area. Ms. Nelson stated that the City does not envision imposing <br />any special assessment in the near term. <br /> <br />Chairman Young asked for written correspondence from the Clerk of the <br />Council.
