HOUSING & COMMUNITY The following items were removed <br />DEVELOPMENT BLOCK GRANT BUDGET for discussion and separate action <br />FISCAL YEAR 1980~81 - APPROVED from the proposed Housing and <br /> Community Development Block Grant <br />Budget for fiscal year 1980-81, which was continued following public <br />hearing on December 17, 1979: Housing Replacement Program, removed by <br />Mayor Ward (for Councilman Markel); Women's Transitional Living Center, by <br />Mayor Ward, National Housing Service and Rehabilitation Loan Program by <br />Bricken; Community Development Office by Luxembourger; and South Central <br />Bike Trail by Mayor Ward. <br /> <br />Following discussion on each item, motions were made as follows: <br /> <br />MOTION was made by Bricken, seconded by Ward, to approve the Housing Replace- <br />ment Program in the amount of $40,000. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Serrato, Ward, Yamamoto <br />Markel <br />None <br /> <br />MOTION was made by Serrato, seconded by Luxembourger, to approve the Women's <br />Transitional Living Center building in the amount of $20,000, subject to <br />Council approval of the building site. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto <br />None <br />None <br /> <br />MOTION was made by Luxembourger, seconded by Serrato, to approve Community <br />Development office administration in the amount of <br />$110,000, and to direct staff to submit a comprehensive analysis and <br />report regarding utilization of its employees to Council within six months. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Markel, Serrato, Ward <br />Yamamoto <br />None <br /> <br />MOTION was made by Bricken, seconded by Luxembourger to approve Neighborhood <br />Housing Services in the amount of $100,000, subject to the stipulation that <br />allocations for loans and projects be approved by the Council; and to develop <br />a plan for monitoring the program and report to Council on administration of <br />funds. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Ward, Yamamoto <br />Markel, Serrato <br />None <br /> <br />MOTION was made by Bricken, seconded by Serrato, to approve the Rehabilitation <br />Loan Program in the amount of $300,000, and to direct staff to report to <br />Council within sixty days with recommendations to reduce administrative costs <br />of the Program. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto <br />None <br />None <br /> <br />MOTION was made by Luxembourger, seconded by Serrato, to approve the South <br />Central Bike Trail improvements in the amount of $100,000. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto <br />None <br />None <br /> <br />Prior to the vote on the foregoing motion, Leslie Rabine, 401 East Bishop, <br />Santa Ana Neighborhood Organizations (SANO), and Henry Riley, 2123 Cedar <br />Street, spoke in favor of the proposed bike trail improvements. <br /> <br />CITY COUNCIL MINUTES <br /> <br />14 <br /> <br />JANUARY 7, 1980 <br /> <br /> <br />
