NS-1514 <br />FIRST READING & PUBLICATION <br /> <br />extended implementation procedures. <br /> <br />The City Manager presented <br />the staff report, describing <br />the continuing need for the <br />Program, its aims, present <br />status, and the proposed <br /> <br />Mayor Ward summarized the action recommended by the Human Relations and <br />Housing Commission contained in the letter dated January 23, 1980, from <br />James Kelly, Sr., Chairman. The Mayor listed the written communications <br />received by Council ~ertaining to the proposal, and invited speakers <br />from the audience. <br /> <br />Speakers in opposition were: <br /> <br />Rachel Nelson, 1202 S.
