MINUTES OF THE ADJOURNED <br /> REGULAR MEETING OF THE <br /> CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />February 6, 1980 <br /> <br />The Adjourned Regular Meeting was called to order at 5:05 p.m. by Mayor <br />James E. Ward in Room 831, City Hall, 20 Civic Center Plaza. Council <br />members present were Daniel E. Griset, R. W. Luxembourger, Alfred C. <br />Serrato, Harry K. Yamamoto, and Mayor Ward. Councilmen Gordon Bricken <br />and J. Ogden Markel were absent. Also present were City Manager Carl J. <br />Thornton, City Attorney Keith L. Gow, Clerk of the Council Janice C. Guy, <br />and Executive Director of Redevelopment & Housing Richard E. Goblirseh. <br />Representatives of Santa Ana Neighborhood Housing Services, Inc., present <br />were William H. Larsen, President; and Eileen Baker, Carmela Gonzales, and <br />Martha Ray, members of the Board of Directors. Members of the Planning <br />Commission, the public, and a representative of the press were al so present. <br /> <br />NEIGHBORHOOD HOUSING SERVICES Mr. Larsen reported that Ina <br />WORK STUDY SESSION Bliss had recently been appointed <br /> Executive Director and would <br /> assume duties and responsi- <br />bilities in Santa Ana on February 19, 1980. Neighborhood Housing Services <br />(NHS) has submitted application to become a corporate entity and is await- <br />ing State approval. A permanent office location will be established in <br />the target neighborhood, and processing of the first rehabilitation loans <br />is expected to begin in May of this year. <br /> <br />NHS will function as a lender of "last resort," meeting the needs of those <br />applicants who are unable to qualify for either bank loans or other low- <br />income (HUD) loan programs. Loan interest rates will vary from 0% to <br />current market rates, depending on the individual's income level, with all <br />standard loan procedures followed. Loan determinations will be made on a <br />case-by-case basis with a significant degree of discretion permitted to <br />the Loan Committee. Success of the program will be measured by the number <br />of loans, rather than in dollar amounts. <br /> <br />NHS also intends to function as a counseling center, concentrating on <br />educating neighborhood residents on such matters as loan procedures, con- <br />tracts, consumer rights; and hopes to work with the community on problems <br />such as vandalism and graffiti. <br /> <br />Appreciation was expressed by NHS for the assistance and expertise demon- <br />strated by City employees serving on the NHS Board of Directors.
