MINUTES OF THE JOINT SPECIAL MEETING <br />OF THE CITY COUNCIL AND COMMUNITY <br />REDEVELOPMENT AGENCY OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />April 15, 1980 <br /> <br />The joint meeting of the City Council and Community Redevelopment Agency <br />was called to order at 5:05 p.m. by Mayor James E. Ward.. Councilmembers <br />present were Gordon Bricken, Daniel E. Griset, R. W. Luxembourger, J. Ogden <br />Markel, and Harry K. Yamamoto. Also present were City Attorney Keith L. <br />GOW and Clerk of the Council Janice C. Guy. Councilman Alfred C. Serrato <br />and City Manager Carl J. Thornton joined the meeting at 5:10 p.m. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of Allegiance <br />to the Flag, the Invocation was <br />given by Councilman Griset. <br /> <br />PRESENTATIONS BY BOND Andy Hall of Jones, Hall, Hill and <br />COUNSEL & UNDERWRITER White (bond counsel) provided an <br /> oral description of documents and <br /> the sequential steps of the SB 99 <br />process from selling of the bonds through return on the bonds to bond holders. <br />Mike Whipple of Miller and Schroeder Municipals (underwriter) presented an <br />overview of the bond sale in terms of the current economic situation and <br />stated approximately $260,000 would accrue to the Agency as a result of the <br />sale. Both firms' representatives responded to questions from the Council. <br /> CA 82 <br /> <br />AGREEMENT WITH WESTERN CENTER Following extended discussion by <br />STAFF DIRECTED Council and action by the Redevel- <br /> opment Agency, the MOTION by <br /> Bricken, seconded by Ward, "to <br />request the Redevelopment Director to refine Section VIII of the agreement <br />with Western Center," was amended by Griset and agreed to by the maker of <br />the motion, to include, "and, if possible, to delete Section VIII from that <br />agreement, with the issue of rehabilitation of rental housing to be returned <br />to Council for discussion and policy within 90 days"; and carried on the <br />following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Ward <br />Markel, Serrato, Yamamoto <br />None <br /> <br />A-80-40 <br /> <br />RESOLUTION 80-65 & <br />AMENDMENT OF AGREEMENT <br />CONTINUED TO APRIL 21 <br /> <br />MOTION was made by Bricken, <br />seconded by Ward, to continue <br />the following items to April 21, <br />1980: <br /> <br />RESOLUTION NO. 80-65 - A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA APPROVING THE ISSUANCE BY THE COMMUNITY <br />REDEVELOPME~FF AGENCY OF THE CITY OF SANTA ANA OF RESIDENTIAL <br />MORTGAGE REVENUE BONDS, ISSUE OF 1980, IN A PRINCIPAL A~qOUNT <br />OF $26,570,004]. <br /> <br />CA 82 <br /> <br />Amendment of the Agreement of March 29, 1977, by and between <br />Western Center on Law and Poverty, Legal Aid Society of Orange <br />County, Community Redevelopment Agency of the City of Santa <br />Ana, City of Santa Ana and residents in the Housing Clearance <br />and Replacement Project bounded by Flower to Birch and First <br />to Third Streets. <br /> <br />A-80-40 <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto <br />None <br />None <br /> <br />CITY COUNCIL MINUTES 121 APRIL 15, 1980 <br /> <br /> <br />
