The Planning Director presented the staff report and recommendations. <br /> <br />The Clerk of the Council reported there were no written communications. <br /> <br />There were no speakers in favor of or in opposition to the Amendment <br />Application. The Mayor closed the public hearing. <br /> <br />MOTION was made by Luxembourger, seconded by Markel, to approve and file <br />the Negative Declaration and place the following ordinance on first <br />reading and authorize publication of title: <br /> <br />ORDINANCE NO. NS-1528 - AN ORDINANCE OF THE CITY OF SANTA <br />ANA APPROVING AMENDMENT APPLICATION NO. 826 TO PREZONE <br />PROPERTY LOCATED ON THE SOUTH SIDE OF FAIRHAVEN AVENUE, <br />BETWEEN TUSTIN AVENUE AND THE NEWPORT FREEWAY, IN THE <br />COUNTY OF ORANGE TO THE R1 (SINGLE FAMILY RESIDENCE) <br />DISTRICT AND AMENDING SECTIONAL DISTRICT MAP NO. 4-5-9. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto <br />None <br />None CA 10 <br /> <br />LEAA GRANT At the Ma,vor's request, the <br />SANO & COP APPLICATIONS City Manager provided the <br />NO ACTION staff recommendation relative <br /> to the Law Enforcement Assis- <br />tance Administration (LEAA) grant applications submitted by Santa Aha <br />Neighborhood Organizations (SANO) and Community Oriented Policing (COP), <br />stating that endorsement by Council was not recommended for either grant <br />application due to lack of sufficient time for review by staff. <br /> <br />The following persons spoke in favor of Council endorsement of the applica- <br />tion prepared by SANO: <br /> <br />Jennifer Requejo, 2002 W. Washington Avenue <br />Samuel Romero, 2034 S. Spruce Street <br />ROSS Romero, 940 W. Walnut Street <br />Michael Cunningham, 501E. Bishop Street <br />Josephine Andrade, 935 Logan Street <br />Daniel Segura, 1626 W. Pine Street <br /> <br />John Deed, President of COP Block Captain's Association, spoke in favor of <br />Council endorsement of the application prepared by COP. <br /> <br />The following persons spoke in favor of Council endorsement of the applica- <br />tions prepared by both SANO and COP: <br /> <br /> Michael Cunningham, 501E. Bishop Street <br /> Josephine Andrade, 935 Logan Street <br /> John Holmberg, Sr., 618 Cypress Avenue <br /> Albert Gipson, 505 S. Townsend Street <br /> <br />Mickey Madden, 231~ N.
