MINUTES OF THE SPECIAL MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />July 14, 1980 <br /> <br />The meeting was called to order at 5:01 p.m. by Mayor James E. Ward in <br />the Council Chambers, 22 Civic Center Plaza. Council members present <br />were Gordon Bricken, Robert W. Luxembourger, J. Ogden Markel, Alfred C. <br />Serato, Harry K. Yamamoto, and Mayor Ward. Also present were City Manager <br />A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the Council <br />Janice C. Guy. Councilman Daniel E. Griset arrived at 5:06 p.m. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of Alle- <br />giance to the Flag, the Invoc-- <br />tion was given by Councilman <br />Bricken. <br /> <br />1980-81 ANNUAL BUDGET <br />FOURTH STUDY SESSION <br />WATER SYSTEMS ACQUISITION - <br />REF£RRED TO STAFF <br /> <br />sition and puPchase of additional private <br />limits. <br /> <br />Council discussed the Water <br />Utility budget, and by mutual <br />consent referred to staff for <br />investigation and report the <br />implementation plan for acqui- <br />water systems within the City <br /> <br />RECESS - EXECUTIVE SESSION <br />RECONVENED <br /> <br />reconvened at 5:35 p.m. <br /> <br />The Council recessed at 5:13 <br />p.m. to executive session <br />for discussion of personnel <br />matters. The meeting was <br /> <br />BUDGET STUDY SESSION In conjunction with discussion <br />CONTINUED of the Intra-governmental Ser- <br /> vice Funds budget, Council <br /> requested that staff institute, <br />as soon as feasible, replacement cost accounting methods which incorporate <br />inflationary adjustments for calculation of capital equipment expenditures. <br /> <br />The Assistant City Manager noted the following additions/deletions to the <br />74-Civic Center Grounds Maintenance fund: <br /> <br />Resurface and restripe Civic Center Parking lots + $ 20,000 <br />Repairs to parking lots west of Stadium + $ 85,000 <br />Transferred to Capital Outlay budget - $ 6,500 <br /> <br />NEW TOTAL CIVIC CENTER GROUNDS MAINTENANCE <br /> <br />$484,560 <br /> <br />The Assistant City Manager also mentioned that $314,500 for the Urban Park <br />Recovery Grant had not been included in the Preliminary Budget, but would <br />appear in the final budget document. <br /> <br />Council discussed in some detail several of the programs in the Special <br />Funds budget and requested that the CityManager clarify the CETA program <br />and titles at a future date. The Special Fund budget was given tentative <br />approval with the exception of one eligibility worker position and one <br />account clerk position requested by the Housing Program for processing <br />mobile home space applications, and contingent upon provision of report <br />on utilization of Community Development employees (Council Referral No. <br />3-80). <br /> <br />The Council recessed from 6:25 p.m. to 6:35 p.m. <br /> <br />CITY COUNCIL MINUTES 239 JULY 14, 1980 <br /> <br /> <br />
