MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />August 4, 1980 <br /> <br />The meeting was called to order at 2:00 p.m. by Mayor Ward in the City <br />Council Chambers, 22 Civic Center Plaza. Council members present were <br />Daniel E. Griset, Robert W. Luxembourger, J. Ogden Markel, Alfred C. <br />Serrato, Harry K. Yamamoto, and Mayor James E. Ward. Councilman Gordon <br />Bricken was absent. City Manager/Acting Clerk of the Council A. J. <br />Wilson and City Attorney Edward J. Cooper were also present. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of Alle- <br />giance to the Flag, the Invoca- <br />tion was given by Councilman <br />Luxembourger. <br /> <br />RECESS - HOUSING AUTHORITY <br />CITY COUNCIL - RECONVENED <br /> <br />Councilman Bricken absent. <br /> <br />Council recessed at 2:05 p.m. <br />to a Regular Meeting of the <br />Housing Authority. The Council <br />reconvened at 2:38 p.m. with <br /> <br />AGENDA ORDER - TIME CERTAIN ITEM The Deputy City Manager intro- <br />CABLE TV CONSULTANT - ORAL REPORT duced cable television consultant <br />RECEIVED &FtLED Carl Pilnik, Telecommunications <br />..... Management Corporation, who pre- <br />sented an oral report on franchise proceedings. Mr. Pilnik emphasized <br />minimum service requirements an important factor in preparing the Request <br />for Proposals (RFP). <br /> <br />Councilman Bricken arrived at 2:50 p.m. <br /> <br />A question-and-answer period regarding the enabling ordinance, review <br />and evaluation of proposals submitted, the award ordinance, tier pricing, <br />and contractual obligations followed Mr. Pilnik's presentation. <br /> <br />Stanford Zlotnick, a member of the public, 2500 S. Salta St., Unit 26, <br />stated the consultant had addressed his concerns during the question- <br />and-answer period. <br /> <br />MOTION was made by Yamamoto, seconded by Bricken, to receive and file the <br />consultant's oral report. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxen~)ourger, Markel, Serrato, Ward, Yamamoto <br />None <br />None CA 130.4 <br /> <br />AGENDA ORDER - TIME CERTAIN ITEM Staff indicated the consultant <br />MARKS FORAN BOND PROGRAM was required to attend to an <br />DEFERRED TO LATER IN MEETING urgent business matter, and had <br /> requested the item be deferred. <br />Council concurred by unanimous informal consent to defer the item to later <br />in the evening. <br /> <br />CONSENT CALENDAR Items 3C, 5F, 6, 8C, 8D, 12A, <br />ITEMS REMOVED 12B, 13A, and 18B were removed <br /> from the Consent Calendar by <br /> Markel; Items 5B and 5E by <br />Bricken; and Item 5D by a member of the public. <br /> <br />CITY COUNCIL MINUTES <br /> <br />261 AUGUST 4, <br /> <br />1980 <br /> <br /> <br />
