.MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />September 6, 1980 <br /> <br />The meeting was informally convened at 9:14 a.m. in the Founders' Room <br />of the Garden Grove Community Meeting Center, 11300 Stanford Avenue, <br />Garden Grove. Council members present were Gordon Bricken, Robert W. <br />Luxembourger, J. Ogden Markel, Alfred C. Serrato, and Harry K. Yamamoto. <br />City Manager A.J. Wilson, City Attorney Edward J. Cooper, and Clerk of <br />the Council Janice C. Guy were also present. Mayor James E. Ward <br />arrived at 9:39 a.m., and Councilman Daniel E. Griset at 9:47 a.m. No <br />members of the public or press were present. <br /> <br />WORK STUDY SESSION The City Manager led the <br /> Council in a review process <br /> which resulted in a rough <br /> assessment of City priorities <br />in three major areas - physical facilities, economic development, and <br />"quality of life" for Santa Ana residents including such sub-topics as <br />city cleanliness, community identification, new commercial investment, <br />renewal of existing businesses, civic pride, and public safety. Follow- <br />ing the priorities assessment, the Council surveyed how well current <br />services are being provided by the various City departments. The Council <br />then began to discuss major issues facing the City such as the new Master <br />Plan, the community's image, and positive opportunities for a multi- <br />cultural population. <br /> <br />LUNCH RECESS <br />RECONVENED <br /> <br />The Council recessed for <br />lunch from 12:05 p.m. to <br />12:55 p.m. <br /> <br />WORK STUDY SESSION - Council continued to explore <br />CONTINUED goals for the City, including <br /> the possibility of developing <br /> an overall image for the City <br />such as the "Central or Core City of Orange County", and discussed changes <br />required in human resources to implement a progressive image for the City. <br />The Council also discussed organizational constraints and identified a <br />few areas requiring modification such as the need to improve communica- <br />tions between Council and staff; the desirability of establishing major <br />organizational goals, and identifying milestones for measuring how well <br />these goals are met; and the need to develop a better reporting system. <br />Council members outlined individual preferences relative to communication <br />needs. <br /> <br />ADJOURNMENT <br /> <br />The meeting was adjourned at <br />3:05 p.m. by unanimous in- <br />formal consent. <br /> <br />'CITY COUNCIL MINUTES <br /> <br />313 <br /> <br />SEPTEMBER 6, 1980 <br /> <br /> <br />
