1) Adopt the following resolution: <br /> <br />2) <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />RESOLUTION NO. 80-159 - A RESOLUTION OF THE <br />CITY COUNCIL OF THE CITY OF SANTA ANA AUTHOR- <br />IZING EXECUTION OF AN AMENDMENT OF THE JOINT <br />EXERCISE OF POWERS AGREEMENT FOR ORANGE COUNTY <br />MANPOWER COMMISSION. <br /> <br />Authorize execution of the amendment of Joint <br />Exercise of Powers Agreement for Orange County <br />Manpower Commission by Ma.vor and Clerk; and <br /> <br />3) Direct City Manager to: <br /> <br />a) Obtain an explanation from Orange County <br /> Manpower Commission of its administrative <br /> costs; <br /> <br />b) Formulate means of reducing Orange County <br /> Manpower Commission's administrative costs, <br /> and explore possibility of prime sponsorship <br /> for City. <br /> <br />Griset, Luxembourger, Markel, Ward, Yamamoto <br />None <br />Bricken, Serrato <br /> <br />A-80-101 <br /> <br />AGENDA ORDER - ORAL COMMUNICATION Bob Richardson, 1305 E. 14th, <br />FENCING ALONG SANTA FE RAILROAD addressed Council and expressed <br />RIGHT OF WAY - REFERRED TO STAFF concern about the lack of <br /> fencing along the Santa Fe <br />Railroad right of way in congested areas, stating that a young child <br />had recently been killed while on the tracks. Mr. Richardson suggested <br />the City meet with the railroad officials to try to work out this <br />situation. <br /> <br />MOTION was made by Luxembourger, seconded by Ward, to refer this matter <br />to staff to contact the Santa Fe Railroad to seek a solution. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Griset, Luxembourger, Markel, Ward, Yamamoto <br />None <br />Bricken, Serrato <br /> <br />CA 29.12 <br /> <br />NEIGHBORHOOD INVESTMENT STRATEGY <br />REV. CODE ENFORCEMENT - APPROVED <br />CONTINUED TO 11-3-80 <br /> <br />Mickey Madden spoke in opposition <br />of this program, stating that the <br />proposed area was almost one-half <br />rental property. <br /> <br />Pete Major, 923 N.
