MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />October 6, 1980 <br /> <br />The meeting was called to order at 2:05 p.m. by Mayor Ward in the City <br />Council Chambers, 22 Civic Center Plaza. Council members present were <br />Gordon Bricken, Robert W. Luxembourger, J. Ogden Markel, Alfred C. Serrato, <br />Harry K. Yamamoto, and Mayor James E. Ward. Councilman Daniel E. Griset <br />was absent. City Manager A. J. Wilson, City Attorney Edward J. Cooper, <br />and Clerk of the Council Janice C. Guy were also present. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of Alle- <br />giance to the Flag, the <br />Invocation was given by <br />Councilman Bricken~ <br /> <br />RECESS - HOUSING AUTHORITY At 2:07 p.m. Council recessed <br />COMMUNITY REDEVELOPMENT AGENCY to convene the regular meeting <br />RECONVENED of the Housing Authority. Council <br /> reconvened at 2:31 p.m. and <br />immediately recessed to the adjourned regular meeting of the Community <br />Redevelopment Agency. At 3:25 p.m. Council reconvened with Councilman <br />Griset absent. <br /> <br />CONSENT CALENDAR Items 2C, 3E, 4A, 5A, 5B, 5G, <br />ITEMS REMOVED 8B, 8D, 12F, and 13A-2 were <br />DISSENTING VOTE & ABSTENTION removed from the Consent <br /> Calendar by Markel; Item 12B <br />by Luxembour9er; Items 12D and 12E by Ward; Item 3G by Serrato; and Items <br />5B and 17H by the public. <br /> <br />An abstention on Item 8C and a NO vote on Item 20B were registered by <br />Ward. <br /> <br />CONSENT CALENDAR <br />STAFF RECOMMENDATIONS <br />APPROVED <br /> <br />Calendar items. <br /> <br />MOTION was made by Bricken, <br />seconded by Luxembourger, to <br />approve the staff recommenda- <br />tions on the following'Consent <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Luxembourger, Markel, Serrato, Ward, Yamamoto <br />None <br />Griset <br /> <br />MINUTES <br /> <br />Approved the Minutes of the Regular <br />Meeting of September 15, 1980. <br /> <br />BID CALLS <br /> <br />Approved plans and specifications <br />and authorized advertisement for <br />bids on the following: <br /> <br />SPEC 80-026 - Supplemental Computer Equipment- <br />LEAA Career Criminal Apprehension Program - <br />Police Department. <br /> <br />SPEC 80-027 - Water Replacement Program - Public <br />Works Department. <br /> <br />PROJECT 7302A - Modify Entrance to Civic Center <br />Parking Lot at Flower & Sixth Streets (pending <br />County approval) - Public Works. <br /> <br />CA 89 <br /> <br />CITY COUNCIL MINUTES <br /> <br />335 <br /> <br />OCTOBER 6, 1980 <br /> <br /> <br />
