Following discussion on the matter, MOTION was made by Markel, seconded <br />by Yamamoto, to approve and file the Negative Declaration, and instruct <br />the City Attorney to prepare a resolution approving Conditional Use <br />Permit No. 80-10, affirming the decision of the Planning Commission. <br /> <br />Motion passed on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Luxembour§er, Markel, Serrato, Ward, Yamamoto <br />None <br />Griset <br /> <br />CA 13.1 <br /> <br />PUBLIC HEARING - GRAFFITI REMOVAL The Mayor announced that this <br />CD FUNDS - APP. ADJ. #65 was the time and place for the <br />APPROVED public hearing of the proposed <br /> use of $10,000 Community Develop- <br />ment Block Grant Fifth Year Contingency Funds to fund materials for a <br />graffiti removal program. <br /> <br />The Clerk of the Council reported there were no written communications. <br /> <br />There were no speakers on the matter. The Mayor closed the public hearing. <br /> <br />MOTION was made by Serrato, seconded by Luxembourger, to: <br /> <br />1) Approve use of Community Development funds for removal <br /> of graffiti on private property; and <br /> <br />2) <br /> <br />Approve Appropriation Adjustment No. 65 transferring <br />$10,000 from 135-149-Community Development Contingency <br />to 135-149-Community Development Graffiti Removal. <br /> <br />Motion passed on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Luxembourger, Markel, Serrato, Ward, Yamamoto <br />None CA 65.3 <br />Griset CA 78 <br /> <br />PUBLIC HEARING - ALLEY ABANDON- <br />MENT NO. 51 - S OF FIRST ST., <br />E OF MOUNTAIN VIEW - RESOLUTION <br />NO. 80-183 - ADOPTED <br /> <br />of Mountain View Street. <br /> <br />The Mayor announced that this <br />was the time and place for the <br />public hearing of the proposed <br />vacation of the east-west alley, <br />south of First Street and east <br /> <br />The Acting Public Works Director presented the staff report and recommen- <br />dations. <br /> <br />The Clerk of the Council reported there were no written communications. <br /> <br />Steven Knoblock, 1220 N. Main, attorney representing Charlie's Foods, Inc., <br />spoke in favor of the abandonment. <br /> <br />There were no other speakers on the matter.
