The purpose of this task will <br />be to establish a program which both solves <br />the identifiable publ'ic costs and the finan- <br />cial criteria of individual developers. Spe- <br />cific work items shall include: <br /> <br />Item <br /> <br />Services <br /> <br />Public Revenue and Public <br />Costs <br /> <br />Determine the prelim- <br />inary feasibility in <br />terms of public revenues <br />and public costs ex- <br />panding the redevelop- <br />ment boundaries. <br /> <br />Evaluate Private Developer <br />Financial Packages <br /> <br />Undertake pro forma <br />financial analysis to <br />insure that development <br />packages meet the fi- <br />nancial constraints <br />of the private market- <br />place. <br /> <br />Public and Private Costs <br /> <br />Contractor shall review <br />estimated public and <br />private costs, including <br />site costs. The costs <br />will be broken down so <br />that various cost ele- <br />ments may be shifted <br />from public to private <br />and vice versa. These <br />cost items will be pro- <br />0 vided to the Contractor <br />. for review by the Agency <br />of other consultants, <br />as appropriate. <br /> <br />Identify Required Public <br />Cost <br /> <br />Contractor shall identif) <br />what is the magnitude <br />of public expenditure <br />required to meet devel- <br />oper criteria, i.e., <br />land purchase and write- <br />down, relocation, and <br />capital improvement cost~ <br /> <br />Identify Achievable <br />Public Cost <br /> <br />Contractor shall review <br />the achievable public <br />expenditure to balance <br />the source and use of <br />funds. <br /> <br />" <br /> <br />3) <br /> <br />Identify prospective developers and tenants, and <br />participate in both formal and informal discussions <br />and presentation with such prospective developers <br />and tenantstrother community officials, and the public. <br /> <br />Undertake, when required, limited market feasibility <br />'studies, and the refinement and expansion of market- <br />ing strategy and tactics to meet conditions as they <br />develop. <br /> <br />4) <br /> <br />-3- <br />
