Knowledge of the regional setting <br />'is critical to the assessment of environmental impacts. <br />Special emphasis should be placed on environmental resources <br />that are rare or unique to that region. Specific reference <br />to related projects, both public and private, both existent <br />and planned, in the region should also be included for pur- <br />poses of examining the possible cumulative impact of such <br />projects. <br /> <br />3. <br /> <br />IS 604] <br /> <br />Environmental Impact <br /> <br />All phases of the Project must be considered when evalu- <br />ating its impact on the environment: planning, acquisition, <br />relocation, demolition and site clearance, construction of <br />public improvements, development, and operation.
